Book excerpt: Reducing flood damage is a complex task that requires multidisciplinary understanding of the earth sciences and civil engineering. In addressing this task the U.S. Army Corps of Engineers employs its expertise in hydrology, hydraulics, and geotechnical and structural engineering. Dams, levees, and other river-training works must be sized to local conditions; geotechnical theories and applications help ensure that structures will safely withstand potential hydraulic and seismic forces; and economic considerations must be balanced to ensure that reductions in flood damages are proportionate with project costs and associated impacts on social, economic, and environmental values. A new National Research Council report, Risk Analysis and Uncertainty in Flood Damage Reduction Studies, reviews the Corps of Engineers' risk-based techniques in its flood damage reduction studies and makes recommendations for improving these techniques. Areas in which the Corps has made good progress are noted, and several steps that could improve the Corps' risk-based techniques in engineering and economics applications for flood damage reduction are identified. The report also includes recommendations for improving the federal levee certification program, for broadening the scope of flood damage reduction planning, and for improving communication of risk-based concepts.

Nevertheless, there is still a shortage of scientific studies and practical experience of real flood risk assessment (both social and economic), including hazard, exposure and vulnerability analyses and their integration. As there are so few references available, applications of flood risk assessment to the design of preventive measures and early warning systems, landscape and urban planning, civil protection, insurance systems, and risk-based information and education, cannot reach their full potential development. This is because the research products available, such as hazard data and maps, do not serve to ensure the efficient prioritization of mitigation measures or communities at risk. Meanwhile, flooding is the natural disaster that causes the greatest loss on a global scale, and due to climate change, this situation is expected to continue. Book excerpt: There were two principal aims to this research : (i) to gain a better understanding of the authoritarian response to the flood hazard; (ii) to produce a predictive model of the residential response to the problem. Following an initial review of flood plain management techniques, three scales of spatial analysis were identified. 1. The National Level :A broad investigation was undertaken into flood plain management programmes in Britain. This survey illustrated the narrow authoritarian response in the past, and the recent move towards non-structural measures, particularly forecasting and warning schemes, and highlighted the need for a greater consideration of social factors in flood plain planning. 2. The Regional Level : Regional level studies examined various flood types, the severity of the hazard, and the response to the flood problem by the responsible organisations in the county of Cumbria. 3. The Local Level : Detailed local level surveys were carried out at Carlisle and Appleby to assess the significance of residential and commercial behaviour in affecting the extent of flood losses. An extensive questionnaire survey of residents and business-men was undertaken in the two research centres, to examine the behavioural aspects of the flood plain population in terms of perception and awareness of the flood hazard, the degree of fear associated with flooding, the awareness of authoritarian alleviation measures, and the perceived effectiveness of individual adjustments to the problem. The evidence indicated that the perceived hazard is more important than the actual hazard in determining the individual response to the flood problem. The final research model suggested certain significant social characteristics which could be used to predict flood plain behaviour and thus reduce potential flood losses. This is critical to flood loss reduction programmes, especially with the trend towards non-structural alleviation schemes, since inefficient flood plain behaviour could significantly reduce the effectiveness of such programmes.

Book excerpt: Flood hazard assessment is an essential component of risk and disaster management that helps identify areas exposed to flooding as well as support decision making, and emergency response. Floods can result from isolated, concurrent, or successive drivers of (non-) extreme origin (e.g., fluvial, pluvial, and oceanic) and so put society and the environment at constant risk. Specifically, a combination of either concurrent or successive flood drivers with potential impacts larger than those from isolated drivers is defined as compound flooding (CF). Contemporary studies in compound flood hazard assessment (CFHA) and modeling have focused on simulating inundation extent, water depth, and velocities at local or regional scale. However, those studies often neglect inherent uncertainties associated with forcing data, observations, model parameters, and model structure. A comprehensive analysis of these uncertainty sources is thus imperative, but it requires advanced statistical techniques such as data assimilation (DA) to adequately account for error propagation in compound flood modeling. Chapters 1 to 4 present previous peer-review studies oriented towards a better characterization of uncertainty in CFHA. Those studies include the following research topics: (i) analysis of wetland elevation error and correction of coastal digital elevation models, (ii) compound effects of wetland elevation error and uncertainty from flood drivers, (iii) effects of model selection and model structure error on total water level prediction, and (iv) long-term wetland dynamics associated with urbanization, sea level rise, and hurricane impacts. Chapter 5 presents a cost-effective approach based on deep learning (DL) and data fusion (DF) techniques that enables efficient estimation of exposure to compound coastal flooding at regional scale. Chapter 6 presents a DA scheme based on the Ensemble Kalman Filter (EnKF) technique and hydrodynamic modeling to improve water level (WL) predictions and CFHA in coastal to inland transition zones where pluvial, fluvial, and coastal processes interact. The last section of this dissertation summarizes the main findings of these studies and discusses future research areas that are worth exploring in the context of CFHA.

Book excerpt: Flood risk analysis is more complex in urban areas than that in rural areas because of their closely packed buildings, different kinds of land uses, and large number of flood control works and drainage systems. According to the 2015 China flood and drought report, more than 100 cities have suffered waterlogging per year since 2006. The numbers of waterlogged cities were 130 in 2008, 258 in 2010, and 234 in 2013, respectively. Nearly 62% of 351 cities were waterlogged between 2008 and 2010. The vast majority of flooding and waterlogging disasters are caused by local extreme rainstorms. This enables the determination of the critical points in terms of flooding impacts, and highlights the need to implement strategies to cope with these impacts. Nowadays, flood control has been replaced by flood management concept in terms of living with flood, making benefit of it, and minimizing its losses. The success in flood management in any region depends on the evaluation of different types of flood losses. For the assessment of flood damages, this requires the use of stage-damage functions for different categories of land use. This book aims to propose a practical framework for flood risk analysis and hazards assessment and flood control measures in rural and urban areas from leading experts in the field, researchers and practitioners, including professionals working in the field of natural hazards mitigation. Based on the concept of disaster risk triangle (hazard, vulnerability and exposure), a comprehensive analysis of methods and general procedures were proposed for urban flood risk analysis. Urban Flood Simulation Model (UFSM) and Urban Flood Damage Assessment Model (UFDAM) were proposed to estimate the flood risk. A review is presented of the methods used to construct stage-damage function curves for residential, commercial, agricultural, and industrial category. A good compilation of real world case studies elaborating on the survey experiences and best practices associated with flood damage data collection, storage and analysis, that can help strategize flood risk mitigation in an efficient manner.

Book excerpt: This thesis analyzes and evaluates the utility of using HAZUS-MH, hazard modeling and loss estimation software used by the United States Federal Emergency Management Agency (FEMA), to estimate future losses from climate change influenced flood events under different greenhouse gas emissions scenarios. Current FEMA flood scenario techniques involve generating probabilities for floods for return intervals of 10, 20, 50, 100 and 500 years. These flood return intervals are typically based on historical record, which does not factor changes in climate into future estimates of risk. However, this thesis has integrated projected future flood return intervals and river discharges from the University of Washington's Climate Impacts Group. This is done so that future flood return intervals and river discharges, which show an increase in flood frequency and magnitude in the future due to climate change, can be modeled. When climate change is factored into flood modeling, the areas of greatest future risk in a community can be identified. The particular community used as a case study in this thesis is the City of Sultan and surrounding Urban Growth Area. To quantify the difference in exposure and risk, the 5 different scenarios used in this thesis are calculated at 100 year flood return interval periods: the first scenario as the FEMA baseline with no climate data added, the other scenarios use climate projections for 2040 and 2080. These scenarios use existing data incorporated into HAZUS-MH to create river hydrology, depth grids and loss-estimates to building stock and social capital in the present day and in the future using population growth projections. The risk and exposure of each scenario is presented and compared, which ultimately leads to estimates that the designated Sultan Urban Growth Area will incur increased risk and loss in the future as floods become more frequent due to climate change. These results show that current 100 year floodplain boundaries may not adequately inform communities about the potential flood risk in the future due to climate change, and should change how urban planners decide to prepare communities for flooding hazards as the effects of climate change influence river systems.
