This book is thus an effort to correct that lack. Evidence does suggest that the state had not been doing well in the first half of the first decade of the new millennium. Being a small state situated relatively far away from the administrative capital of Putrajaya, Penang has to be economically innovative if it is to regain its place at the forefront of Malaysian development. The relationship between the state and the federal government remains a vital matter.

He explains how common features of holy cities, such as powerful and autonomous religious hierarchies, income from religious endowments, the presence of sacred sites, and the performance of ritual activities that affect other communities, can combine to create tension. Power, Piety, and People offers five case studies of important disputes, beginning with Jerusalem, often seen as the paradigmatic example of a holy city in conflict. Book excerpt: However impressive the economic success of Penang has been over the past four decades, structural conditions in the region call for a fundamental reconfiguration of this Malaysian state’s competitive advantage. In the 1970s, the ageing entrepôt transformed itself into a manufacturing hub for the electronics industry and a well-known tourist site. This outward-looking model of economic growth has underpinned Penang’s economic development up until the present. The question that now arises is whether Penang’s present mode of development will continue to be effective, or whether it will have to transform itself. First, Malaysia in general, and Penang in particular are caught in a middle-income trap. Second, while the evolving weight of the global economy is shifting towards Asia, many of its emerging powers are competing with Penang in areas where it formerly excelled. Third, Penang is a state within a federation, and its capital, George Town, is a secondary city. Neither can rival Kuala Lumpur in terms of size or facilities, and thus must offer investors other attributes. Effectively meeting these challenges while retaining Penang’s vibrant and living culture are the key issues that are dealt with in this second volume of the Penang Studies Series.

Book excerpt: In the early 1990s, Singapore, the Malaysian state of Johor, and the Riau Islands in Indonesia sought to leverage their proximity, differing factor endowments, and good logistics connections to market themselves as an integrated unit. Beyond national-level support in all three countries, the initiative had the support of state and provincial leaders in Johor and Riau, respectively.Now, however, the situation is markedly different. The Malaysian government and its Johorean equivalent have invested considerable resources in encouraging closer integration with Singapore. For its part, the Indonesian central government has been promoting special economic zones and export-oriented activities. However, the provincial government of the Riau Islands has turned away from export-oriented industrialization, preferring instead to promote cultural sub-nationalism and traditional economic activities such as fishing and small-scale farming.This development is counter-intuitive. Traditional fiscal federalism theory argues that decentralization encourages competition between provinces for investment, jobs, and growth. While Indonesia has undergone one of the world's most far-reaching decentralization reforms, Malaysia has pursued a consistent centralization campaign at the expense of state governments. Thus, we would expect the Riau Islands' entrepreneurial drive to be unleashed, and Johor's to be smothered. However, Johor's drive for capital is undiminished, while the Riau Islands' pursuit of investment has dissipated. This monograph will explore the reasons for this paradox.

Malaysia’s history of government-business ties is unique, while the nature of the nexuses between the state and the corporate sector has undergone major transitions. Corporate power has shifted from the hands of foreign firms to the state to the ruling party, and well-connected businessmen, and back to the state. Corporate wealth is now heavily situated in the leading publicly-listed government-linked companies (GLCs), controlled through block shareholdings by a mere seven GLICs under the jurisdiction of the Minister of Finance. To indicate why these GLICs are important actors in Corporate Malaysia, this study provides a deep assessment of their ownership and control of Bursa Malaysia’s top 100 publicly-listed enterprises.

More that that, it is not as yet clear how convinced the government actually is about of the need for institutional reforms, especially when the institutions in need of reform include the police, the anti-corruption agency, the judiciary and the dominant party, UMNO. With a new coalition opposing him in parliament, Najib comes to power wedged between his own coalition's aged traditions and the restive spirit of the times. Whether he can squeeze his way into a comfortable spot and stay in power is the question the coming years will answer.

Book excerpt: In what is today Malaysia, the British established George Town on Penang Island in 1786, and encouraged Chinese merchants and laborers to migrate to this vibrant trading port. In the multicultural urban settlement that developed, the Chinese immigrants organized their social life through community temples like the Guanyin Temple (Kong Hok Palace) and their secret sworn brotherhoods. These community associations assumed exceptional importance precisely because they were a means to establish a social presence for the Chinese immigrants, to organize their social life, and to display their economic prowess. The Confucian "cult of memory" also took on new meanings in the early twentieth century as a form of racial pride. In twentieth-century Penang, religious practices and events continued to draw the boundaries of belonging in the idiom of the sacred. Part I of Rites of Belonging focuses on the conjuncture between Chinese and British in colonial Penang. The author closely analyzes the 1857 Guanyin Temple Riots and conflicts leading to the suppression of the Chinese sworn brotherhoods. Part II investigates the conjuncture between Chinese and Malays in contemporary Malaysia, and the revitalization in the 1970s and 1980s of Chinese popular religious culture.
