It is based on a 'natural pilot model' that identifies three criteria as being of prime importance to the understanding and measurement of pilot perform ance: consistency of system performance, human adaptability, and least effort in skilled performance. By means of these criteria - which arose from an effort to apply the servo-mechanism theory of skilled performance to the study of pilot proficiency - the investigators believe that the traditional impediments to valid measure ment will be removed; and that the characteristics that most crucially differentiate the good from the poor pilot will be measured. Ways of quantifying these criteria and the implications to training and further research are discussed. (Author).

Updated as of May 29, 2018 The FAA is proposing several changes to our pilot, flight instructor, and pilot school certification rules. The proposals include requiring pilot-in-command (PIC) proficiency checks for pilots who act as PIC of single piloted, turbojet-powered airplanes; allowing pilot applicants to apply for a private pilot certificate and an instrument rating concurrently; and making allowance in the rule to provide for the issuance of standard U.S. pilot certificates on the basis of an international licensing agreement between the FAA and a foreign civil aviation authority. The FAA has recently entered into such an agreement with the civil aviation authority of Canada. The FAA is also proposing to allow pilot schools to use Internet-based training programs without requiring schools to have a physical ground training facility. The FAA is proposing to allow pilot schools and provisional pilot schools to apply for a combined private pilot certification and instrument rating course. The FAA is also proposing to revise the definition of "complex airplane." Because of changing technology in aviation, the results of successful research, and an international agreement, the FAA has determined these proposed changes to the pilot, flight instructor, and pilot school certification rules are necessary to ensure pilots are adequately trained and qualified to operate safely in the National Airspace System. The FAA has determined these proposals are needed to respond to changes in the aviation industry and to further reduce unnecessary regulatory burdens. Book excerpt: Simulators are currently build as simple system 'look-a-likes' and a structured or experimentally validated approach to their use and implementation as part of a comprehensive training system is lacking. This is one reason why their use in training has not always been as successful as expected. Training time in an aircraft can be reduced to a certain extent, but most often at the cost of increasing total time due to imperfect transfer ratios. The other reason for limited success is that objective and validated indices for performance are rarely available which complicates both the definition of measurable training objectives and the empirical identification of task characteristics critical for skill development. Without objective indices, the issue of 'fidelity' versus 'validity' remains unresolved.

Book excerpt: The purpose of this study was to determine whether USAF pilot proficiency has been reduced since the implementation of energy conservation measures (1972). These conservation measures resulted in reduced actual flying and the increased use of flight simulators. A census of total flight hours, aircraft accidents, and simulator usage data was analyzed for a defined population of pilots using direct comparison, analysis of variance, and regression analysis techniques. Pilot improficiency (inverse of proficiency) was defined as the average cost per aircraft accident per given period of time. This cost was used to quantify pilot proficiency and a prediction model was formulated to determine its level when given flight and simulator hour variables. Other variables, such as phase of flight, aircraft type, pilot-in- command/instructor pilot time, and major command assignment were examined in the tests of the research hypotheses. The conclusions given the data of the study are: (1) There has been a decrease in total flying proficiency, (2) The decrease in proficiency can be attributed to reductions in actual flight hours and to increases in the use of flight simulators as a substitute for actual flight. The work first outlines reasons why the RPA community struggles to produce consistently proficient pilots in dynamic combat scenarios. The author then utilizes a historical, qualitative, and conceptual analysis of The Air Mail Fiasco, Arc Light, and Instructional Systems Development in ICBM training to identify contextual parallels to operational training of modern combat aviators. In the 1930s, US Air Corps leadership incorporated short-term policy changes and long-term changes to training, including quantity of training and the use of simulators, to improve pilot proficiency. In the 1960s, Strategic Air Command adapted the combat missions of B-52s in Vietnam in an attempt to make combat scenarios more familiar to bomber aircrew. In the 1970s, missileers changed the training philosophy in their initial qualification unit. Later, when they implemented the same training philosophy at the operational combat units, crew proficiency improved. These case studies demonstrate the ability to improve combat decision-making through focused, scenario-based training to positively affect the battlefield. To improve MQ-9 pilot proficiency, the Air Force needs to provide pilots dedicated training time, away from combat, when they can practice making decisions and witness the associated consequences in realistic scenarios."--Abstract.
