Book The Power of Partnership in Open Government

Download or read book The Power of Partnership in Open Government written by Suzanne J. Piotrowski and published by MIT Press. This book was released on 2022-12-06 with total page 303 pages. Available in PDF, EPUB and Kindle. Book excerpt: What the Open Government Partnership tells us about how international initiatives can and do shape domestic public sector reform. At the 2011 meeting of the UN General Assembly, the governments of eight nations—Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, the United Kingdom, and the United States—launched the Open Government Partnership, a multilateral initiative aimed at promoting transparency, empowering citizens, fighting corruption, and harnessing new technologies to strengthen governance. At the time, many were concerned that the Open Government Partnership would end up toothless, offering only lip service to vague ideals and misguided cyber-optimism. The Power of Partnership in Open Government offers a close look, and a surprising affirmation, of the Open Government Partnership as an example of a successful transnational multistakeholder initiative that has indeed impacted policy and helped to produce progressive reform. By 2019 the Open Government Partnership had grown to 78 member countries and 20 subnational governments. Through a variety of methods—document analysis, interviews, process tracing, and quantitative analysis of secondary data—Suzanne J. Piotrowski, Daniel Berliner, and Alex Ingrams chart the Open Government Partnership’s effectiveness and evaluate what this reveals about the potential of international reform initiatives in general. Their work calls upon scholars and policymakers to reconsider the role of international institutions and, in doing so, to differentiate between direct and indirect pathways to transnational impact on domestic policy. The more nuanced and complex processes of the indirect pathway, they suggest, have considerable but often overlooked potential to shape policy norms and models, alter resources and opportunities, and forge new linkages and coalitions—in short, to drive the substantial changes that inspire initiatives like the Open Government Partnership.

Book Schools as Community Hubs

Download or read book Schools as Community Hubs written by Benjamin Cleveland and published by Springer Nature. This book was released on 2023-04-19 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book brings together research on the planning, design, governance and management of schools as community hubs—places that support the development of better-connected, more highly integrated, and more resilient communities with education at the centre. It explores opportunities and difficulties associated with bringing schools and communities closer together, with a focus on the facilities needed to accommodate shared experiences that generate social capital and deliver reciprocal benefits. This book discusses the expanded roles of schools, and investigates how schools may offer more to their communities—historically, currently and into the future—with respect to the role of the built environment in situating community activities and services. Organised around four sections, it showcases important areas of development in the field via an interdisciplinary approach, which weaves together empirical research with theoretical insights and practical examples. This book not only highlights the challenges associated with the development of schools as community hubs but offers evidence-based insights into how to overcome such hurdles to develop community-facing schools into the future.

Book Governance in Transition

Download or read book Governance in Transition written by Ján Buček and published by Springer. This book was released on 2015-04-15 with total page 347 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book looks at experience in government restructuring and devolution from a variety of national and international perspectives, both within the European Union and elsewhere, focusing on lessons learned and ways forward.Since the 1980s, there has been a global trend to give more power to local governments. Even in Korea and the United Kingdom, the most centralised countries in the OECD, local government powers have increased, with substantial economic benefits. Within the European Union, the principle of subsidiarity has enshrined the idea of devolution. New member states, particularly in central and eastern Europe, have significantly created new and self-sufficient local and regional governments. However, this process has been complicated. Devolution is not a panacea in its own right, and need not lead to economic growth. While it can encourage savings through collaboration, it can also lead to confused lines of authority and can complicate policy formation and implantation. Devolution can strain local budgets, forcing local governments to rely on their own sources of finance, rather than central government transfers. Suburbanisation, rural depopulation, the growth of some regions, and the decline of others have raised new problems, particularly related to inter-governmental cooperation among local governments and different levels of government. In many cases, an increased number of governments has increased administrative costs.

Book House of Commons Communities and Local Government Committee Community Budgets HC 163

Download or read book House of Commons Communities and Local Government Committee Community Budgets HC 163 written by Great Britain: Parliament: House of Commons: Communities and Local Government Committee and published by The Stationery Office. This book was released on 2013-10-23 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: Community Budgets are demonstrating their potential to deliver cheaper, more integrated and more effective public services. They are at risk, however, of being replaced after a few years if key issues are not resolved. If this opportunity is missed, the Committee warns that local services could come under unsustainable pressure in the face of increased demand and reduced budgets. This in turn may result in more spending later on judicial and emergency health and welfare interventions. The Government should send a clear message that it will assist every local authority wishing to introduce Community Budgets and to set out the specific assistance it will provide them with. Furthermore, the programme of pilots must not be allowed to slow progress towards wider implementation. If they are to succeed, public service providers and local authorities must realise investment in Community Budgets will bring them benefits. Local authorities, their partners, and central government should, therefore, develop a framework for agreements on how the benefits of investment are to be shared. On the Troubled Families Programme, the Committee is supportive of the work being done but highlights the need for greater focus on how work with these families will continue after the programme ends in 2016. Noting that the resources available have not increased in proportion to the number of families added to the programme in June, DCLG needs to monitor carefully progress and provide more resources to local authorities if necessary
