The research summarized in this report reaffirms the importance of this sector to the economies and societies of the Pacific island countries. The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.

Samoan work perceptions centre on two important social transactions: tautra, service to chiefs and families, and fa alavelave, mutual support during crucial life events. In his survey, Dr Franco demonstrates that Samoans are adapting to overseas labour markets (particularly Hawaiian) through culturally distinctive work perceptions and patterns. Tautra and fa alavelave, like the Korean kye, (the rotating credit association) are unique social transactions powerfully influencing work and adaptation. This process successfully broached and addressed truly difficult challenges, including but not limited to: the convening of representatives of a complex society of indigenous persons in order to elicit traditional place-based knowledge and varying perspectives on the appropriate use and management of natural resources; the incorporation of such knowledge and perspectives into the modern natural resource management and policy context; and the need to balance the interests of indigenous persons and those of more recently-arriving persons around the island chain. The lessons learned were many and varied and are particularly germane for resource managers, scientists, policymakers, and indigenous persons seeking to undertake balanced natural resource policy decisions in island, coastal, and indigenous settings around the Pacific and beyond.
