This book tells the story of his trial. Did he betray France, or did he serve France under terrible circumstances? What was the truth of "collaboration"? This book considers the pretrial proceedings, or lack thereof, the evidence, and the arguments of the prosecution, as well as Laval's vigorous defense in the early days of the trial. Because of irregularities in the preliminary proceedings, Laval's defense counsel declined from the outset to participate in the trial. For those reasons and because of the prejudicial conduct of the prosecution, on the third day of the trial, Pierre Laval also declined to participate further. What his defense might have been in a normal pre-trial proceeding and in a fair trial are matters of conjecture. What remains clear is that political trials are a unique form of law and moral judgment. Trials and history share a common goal-the truth. Trial, judgment, and appeal are intended to produce finality. History, on the other hand, is never final. After its performance in the trial of Pierre Laval, the government of France continued its policy of concealment, even though the truth could no longer determine the outcome of the trial. Slowly, by persistence, courage, and loyalty, history's claims to truth were established. This book presents the defense that might have been presented and then relates the final judgment, its grisly execution only eleven days after the trial opened, and its aftermath.

Volume 2 brings the story to a close, detailing the tragic denouement of this crisis. While Hitler prepared to absorb Austria and remilitarize the strategically critical Rhineland, Pierre Laval, French foreign minister and later premier, labored to convert Italy into France's partner, with Britain, in containing Germany. When Italian aggression in Abyssinia led to League of Nations sanctions championed by Britain, the issue became: Abyssinia or Austria, Africa or Europe? Brody argues that the celebrated Hoare-Laval pact was a wise and practical arrangement to resolve the Abyssinian war which, while it rewarded aggression, preserved Italy as an ally in the vital task of containing Germany. Hoare-Laval was, of course, rejected by the massive moral indignation of the British public. When German troops entered the Rhineland in March 1936 and Britain declined to respond to desperate French pleas, the balance of political and military power had decisively shifted, establishing the fundamental conditions for the debacle of 1940. This unhappy tale invites the reader to reflect upon the conflict between a foreign policy based upon moral values as exemplified by Lord Cecil and a policy based upon interests and political realities, the guidelines of Pierre Laval. These considerations remain basic issues of foreign policy at the turn of the century.

He describes the negotiations of the major powers arising out of the Austro-German plans for a customs union, and relates this problem to the question of terminating reparations and war debts. He shows how the Governor of the Bank of England directed British foreign policy into bitter opposition to France and how the German government sought to exploit the German private debt to Wall Street. Edward Bennett comes to the conclusion that the Br ning government, contrary to widely held opinion, received fully as much help as it deserved, while the Western powers were already showing the disunity and irresponsibility which proved so disastrous in later years. Although primarily a diplomatic history, this book also offers fresh information on pre-Hitler Germany, MacDonald's Britain, the Hoover administration, and the early career of Pierre Laval.
