The need for indicators to evaluate and monitor the effects of landscape policies and plans is urgent. What is more, landscape is one of the components considered in environmental reporting, but unlike air, soil, or water, it is difficult to measure using quantitative methods. With studies on landscape indicators being as rare as they are, this volume is an attempt to fill the gap, dealing as it does with the definition and use of specific indicators for landscape assessment and monitoring. To tackle the diverse dimensions of the landscape (whose complexity is well known), the subject is approached by a multidisciplinary team of experts in landscape ecology, landscape history, landscape perception, regional planning, strategic environmental assessment and environmental impact assessment procedures, and multi-criteria assessment methods. Individual chapters include comparative assessments of studies conducted thus far in the EU, as well as detailed analyses of ecological, historical, perceptive, land-use, and economic ways of looking at landscape. Book excerpt: This book provides the first comprehensive overview of the most important water-related issues that centre on Italy, analysed from several disciplinary perspectives – such as hydrology, economics, law, sociology, environmental sciences and policy studies – in order to promote full understanding of the challenges the country is facing and the ways it could best tackle them. Despite the misconception that Italy is a water-scarce country, is in fact quite rich in water resources. Such resources, however, are unevenly distributed over the Italian territory. Italy’s northern regions rely on quite an abundant quantity of freshwater, whereas in the southern area water endowment is limited. Moreover, climatic differences between North and South contribute to widen the divide. This disparity has notable consequences of socio-economic character, some of which, in turn, feed back into the environmental conditions of Italian regions: pollution, floods, landslides and droughts are among the problems affecting the country. There are numerous features of water use and consumption that distinguish Italy from other comparable countries, such as the significant role played by agriculture (a water-intensive activity), a lead position in the consumption of bottled water, lower-than-average prices of water and a far-from-optimal efficiency of waterworks. All such aspects, and many others, make Italy an essential case study.

The topic is connected to the theme of the image of the city, which is extended to the territory scale and applied to case studies in Italy’s Umbria region, where the goal is to strike a dynamic balance between cultural heritage and nature. The studies demonstrate how landscape represents an interpretive process of finding meaning, a product of the relationships between mankind and the places in which it lives. The work proceeds from the assumption that it is possible to describe these connections between environment, territory and landscape by applying the Vitruvian triad, composed of Firmitas (solidity), Utilitas (utility) and Venustas(beauty). The environment, the sum of the conditions that influence all life, represents the place’s solidity, because it guarantees its survival. In turn, territory is connected to utility, and through its etymological meaning is linked to possession, to a domain; while landscape, as an “area perceived by people”, expresses the search for beauty in a given place, the process of critically interpreting a vision.

In pursuit of this goal, various scholars have previously attempted to construct arrays of indicators relating to the different conceptions of “landscape”. This book critically examines the most complete proposals of this nature, systematizing and comparing them and, finally, offering some guidelines with respect to their codification within specific application protocols. After opening chapters exploring the origins of the problem and analysing the European normative frame for Strategic Environmental Assessment, two case studies are described and discussed. A model is then presented for the evaluation of the effects of urban plans on landscape, including in cultural and perceptual terms. The author demonstrates that, when suitably employed, Strategic Environmental Assessment can indeed facilitate the integration of environmental, economic, and social sustainability into urban planning.
