This book summarizes recent ultraviolet and extreme ultraviolet observations of the transition region, the empirical models derived from them, and the physical models that try to explain both the observations and the empirical models. The observational focus is on quiet solar transition region observations made with Skylab and subsequent rocket and satellite experiments. The book also presents a unified discussion of the analysis of ultraviolet and extreme ultraviolet spectroscopic data, including the determination of the emission measure and density and temperature diagnostics. Blokhintsev planned for me, as a winner of a Red Diploma, to continue my education as an aspirant (a graduate student) to prepare for Ph. D. in his very secret Object in the framework of what was in those time called the Atomic Problem. To my regret the KGB withheld permission, and I, together with other Jewish students who had graduated Nuclear Divisions of Moscow and Leningrad Universities and Institutes, were faced with a real prospect of being without any work. It was our good fortune that at that time there was being brought into being the new Cosmic Ray Project (what at that time was also very secret, but not as secret as the Atomic Problem), and after some time we were directed to work on this Project. It was organized and headed by Prof. S. N. Vernov (President of All-Union Section of Cosmic Rays) and Prof. N. V. Pushkov (Director of IZMIRAN); Prof. E. L. Feinberg headed the theoretical part of the Project.

Book excerpt: This History has its origin in a suggestion, made in September 1990 by former IAU General Secretary Derek McNally, who felt "that a 75 year history of the Union was needed before the col lective memory of those who knew the Union before the Second World War vanished. It would then be a preparatory volume to a centennial history in 2019. " Indeed, of those who knew the Union that long ago, few are still with us. Six years ago, at Baltimore on August 2, 1988, listening and reminiscing at the Inaugural Ceremonies of the Union's 20th General Assembly, I realized that it was almost exactly half a century ago that, at the age of 24, I attended the Inaugurations at my "first" Assembly: on August 3, 1938 in Stockholm. Now, in 1994, this is almost 56 years ago, three quarters of the Union's age. Only vague recollections - no better than that -lead me back to this event, just before World War II. And so, this is not a history based on recollection, far from it. Recollection was helpful in that it allowed me, better perhaps than a younger author, to appreciate circumstances under which the letters and reports which form the basis for this History were written. The account is largely based on archival documents, collected from a wide variety of sources.
