Book excerpt: White phosphorus (WP) has been implicated in the deaths of thousands of waterfowl annually at Eagle River Flats (ERF), an estuarine salt marsh located on Fort Richardson near Anchorage, Alaska. The source of WP contamination at ERF was the firing of WP-containing munitions into the area by the U.S. military. WP is a well known toxicant and is lethal to a wide range of species. However, WP contamination at ERF is the first documented case of a U.S. Army munitions impact area contaminated with WP particles. This has led to the designation of ERF as a Superfund site by the U.S. Environmental Protection Agency, and the Army must follow the guidelines of remediation set by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Numerous studies have been conducted to better characterize the nature and the extent of WP contamination, and treatability studies for remediation processes are currently being implemented. This comprehensive bibliography provides all publications related to WF contamination remediation project at Eagle River Flats through 2003.

Book excerpt: An analytical method was optimized to determine the concentration of white phosphorus (WP) in sediments contaminated by smoke munitions. The method uses isooctane as the extractant and a gas chromatograph as the determinative instrument. Both field-contaminated samples and spiked sediments were analyzed and results on the spiked samples indicate that the method has a better than 80% recovery rate for WP. The detection limit for the method is 0.88 microg/kg of soil. The WP recovery is sensitive to the water content of the sediments and to prolonged shaking. Fluidizing the wet sediments by adding water to saturated soil greatly increases WP recovery. Since field samples are contaminated with WP particles of various sizes, subsamples may not accurately represent the concentration of the sample as a whole ... Book excerpt: A variety of smokes and obscurants have been developed and used to screen armed forces from view, signal friendly forces, and mark positions. Smokes are produced by burning or vaporizing particular products. Obscurants are anthropogenic or naturally occurring particles suspended in the air. They block or weaken transmission of particular parts of the electromagnetic spectrum, such as visible and infrared radiation or microwaves. Fog, mist, and dust are examples of natural obscurants. White phosphorus and hexachloroethane smokes are examples of anthropogenic obscurants. The U.S. Army seeks to reduce the likelihood that exposure to smokes and obscurants during training would have adverse health effects on military personnel or civilians. To protect the health of exposed individuals, the Office of the Army Surgeon General requested that the National Research Council (NRC) independently review data on the toxicity of smokes and obscurants and recommend exposure guidance levels for military personnel in training and for the general public residing or working near military-training facilities.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making.
