Book Demonstration of Automated Enforcement Systems at Selected Highway railroad Grade Crossings in Texas

Download or read book Demonstration of Automated Enforcement Systems at Selected Highway railroad Grade Crossings in Texas written by Kay Fitzpatrick and published by . This book was released on 1997 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Senate Bill 1512, which was passed into law by the 74th State Legislature in 1995, requires the Texas Department of Transportation (TxDOT) to install and operate automated highway-railroad grade crossing enforcement systems as a demonstration project. Six sites with gates, relatively high traffic and train volumes, and a minimum number of accidents, were selected for the demonstration study. Potential vendors responded to a formal request for proposals to demonstrate their abilities. Because of problems encountered at three sites, automated enforcement equipment was installed and demonstrated at three (rather than six) sites in Texas by two vendors. The equipment at the sites photographed vehicles violating the gate arms. The information was then sent to a processing center either in the form of a film canister or as a data file over a voice-grade phone line. Once at the processing center, the violation was confirmed by a clerk, who then recorded the license plate number of the vehicle and the vehicle's characteristics. After the vehicle owner information was provided by TxDOT's motor vehicle registration department, the vendor took the necessary steps to have an education letter produced. At one site, the vendor mailed the letter, and at the other two sites, the information was provided to the local police department for processing. The project clearly demonstrated that automated enforcement equipment can be used at highway-railroad grade crossings to record violations, identify the license plate and owner of the vehicle, and mail educational materials.

Book Public Education and Enforcement Research Study

Download or read book Public Education and Enforcement Research Study written by Suzanne Sposato and published by . This book was released on 2006 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Public Education and Enforcement Research Study (PEERS) was a collaborative effort between the Federal Railroad Administration, the Illinois Commerce Commission, and local communities in the State of Illinois. The purpose of the project was to promote safety at highway-rail intersections by reducing incidents, injuries, and fatalities through new technologies and methodologies. The role of the John A. Volpe National Transportation Systems Center was to monitor and evaluate highway-rail intersections in Illinois communities using video data collection while the communities conducted education and enforcement campaigns. The data collection and analysis efforts focused on three highway-rail intersections in Arlington Heights, IL. The effectiveness of the programs was determined by counting the number of motorists and pedestrians that violated the crossing warning devices during three project phases. These violations were divided into three types based on highway-user assumed risk. The crossings in Arlington Heights saw an overall reduction in violations from the pre-test to the post-test of 30.7 percent. The largest reduction, 71.4 percent, occurred in the most risky type of violation, type III. Pedestrians most often committed these types of violations. At the crossing with an adjacent commuter rail station, a reduction of 76.3 percent occurred in the most risky pedestrian violations. Overall, highway-user behavior changed for the safer during the study, and pedestrians, especially commuters, were the most affected by the PEERS programs.

Book excerpt: This Action Plan presents a multi-faceted, multi-modal approach for improving safety at our nation's highway-rail crossings and for the prevention of trespassing on the rights-of-way of our nation's railroads. It is multi-faceted in that it presents enforcement, engineering, education, research, promotional and legislative initiatives addressing crossings of both light and conventional rail rights-of-way by public and private streets and highways. The objectives were to reduce the number of highway-rail crossing accidents and casualties while not impeding, but facilitating, the contribution potential of the highway and rail infrastructure on the nation's economy.
