Book excerpt: Until recently, the philosophy and history of science proceeded in a separate way from the philosophy and history of technology, and indeed with respect to both science and technology, philosophical and historical inquiries were also following their separate ways. Now we see in the past quarter-century how the philosophy of science has been profoundly in fluenced by historical studies of the sciences, and no longer concerned so single-mindedly with the analysis of theory and explanation, with the re lation between hypotheses and experimental observation. Now also we see the traditional historical studies of technology supplemented by phi losophical questions, and no longer so plainly focussed upon contexts of application, on invention and practical engineering, and on the mutually stimulating relations between technology and society. Further, alas, the neat division of intellectual labor, those clearly drawn distinctions be tween science and technology, between the theoretical and the applied, between discovery and justification, between internalist and externalist approaches . . . all, all have become muddled! Partly, this is due to internal revolutions within the philosophy and his tory of science (the first result being recognition of their mutual rele vance). Partly, however, this state of 'muddle' is due to external factors: science, at the least in the last half-century, has become so intimately connected with technology, and technological developments have cre ated so many new fields of scientific (and philosophical) inquiry that any critical reflection on scientific and technological endeavors must hence forth take their interaction into account.

Now more than ever it is considered an essential philosophical enterprise. ‘The Budapest Workshop on Philosophy of Technology’ was a lively and successful event that sought to discuss, reflect on and apply this branch of philosophical inquiry to both historical and contemporary examples. Importantly, the contributors’ methodological approaches were influenced by, although not limited to, Michael Polanyi’s term ‘post-critical’. Moving beyond the rigidity of past approaches, the selected essays were driven by two lines of inquiry, what has been the historical role of technology in social and scientific change? And, how can a ‘post-critical’ approach enhance and extend our understanding of philosophy of technology? This edited volume begins by exploring the role of technology in social and scientific developments from a historical perspective, before moving towards a discussion of philosophy of technology from a ‘Post-Critical’ epistemic stance. Free from the constraints of previous methodologies, the third part of this work engages with the term ‘Post-Critical’ in its broadest sense. The main claim of philosophy of technology—that technologies are not mere tools and artefacts not mere things, but crucially and significantly shape what we perceive, do, and are—is re-thought in a way that accounts for the role of language in human technological experiences and practices. Engaging with work by Wittgenstein, Heidegger, McLuhan, Searle, Ihde, Latour, Ricoeur, and many others, the author critically responds to, and constructs a synthesis of, three "extreme", idealtype, untenable positions: (1) only humans speak and neither language nor technologies speak, (2) only language speaks and neither humans nor technologies speak, and (3) only technology speaks and neither humans nor language speak. The construction of this synthesis goes hand in hand with a narrative about subjects and objects that become entangled and constitute one another. Using Words and Things thus draws in central discussions from other subdisciplines in philosophy, such as philosophy of language, epistemology, and metaphysics, to offer an original theory of the relationship between language and (philosophy of) technology centered on use, performance, and narrative, and taking a transcendental turn.
