Book excerpt: Excerpt from Philippine Water Supplies The increasing employment of protected Springs as sources Of drinking water is another important contribution to the cause of the improvement Of water supplies. This has been made possible, in a large measure, by the legislative Act quoted above. Many towns now Obtain their drinking waters from springs through excellent distribution systems. By the protection Of watersheds and the construction Of stor age and distribution systems, several rivers have been made the basis of municipal water supplies. Manila installed a new water supply system in 1908, which has had a very beneficial effect on public health. Cebu and Zamboanga also have systems using river water. About 30 towns now have their own water works completed or under construction, and many others have well-developed projects for Obtaining such installations. The construction Of adequate sewage disposal systems has made some progress, though perhaps not as much as has the development of water supplies. Manila, Baguio, and Cebu now have sewer systems. Soon after the American occupation a large Government fac tory for the manufacture Of ice and distilled water was installed. This plant has a daily production Of almost kilograms Of ice and liters Of distilled water, in addition to which it Offers the largest cold storage facilities in the Islands. Similar installations of smaller capacity have been installed elsewhere by the Federal and Insular authorities, and by private enterprise as well, SO that ice and distilled water are now to be Obtained in the principal cities throughout the Islands. How ever, the introduction Of distilled water, though a great benefit, was not far-reaching in its effects because it was used only by the foreign-born or by the wealthy Filipino population. The industry of bottling natural, distilled, and carbonated waters has flourished greatly. Owing to improper and careless methods of handling, bottled waters have not been an unmixed blessing. Book excerpt: In common with many other countries, the Philippines faces major challenges to its water supply due to heavy population increase, destruction of tropical rainforest and catchment areas, severe water pollution, excessive extraction of groundwater, and poor resource management. With a view to conserving the nation's water resources, the state has assumed ownership of all water resources and has introduced a system of rationing based on tariffs. But despite all regulatory efforts to achieve a socially conscious but effective system of pricing of water, it has had little success in achieving a system that ensures the goal of sustainable raw water resources in the Philippines. This paper describes the regulatory background and analyses the structure and effectiveness of the pricing mechanism. Conflicting roles of the various water regulating agencies are discussed, and the paper concludes with a description of the current challenges and a call for a more effective pricing mechanism.

Book excerpt: In 2010, the United Nations, through Resolution No. 64/292, recognized the human right to water and sanitation and its' being essential to the realization of all human rights (United Nations General Assembly 2010). In 2016, water and sanitation were promoted to a full-fledged goal as the Sustainable Development Goal No. 6, to "Ensure availability and sustainable management of water and sanitation for all." The Philippine Development Plan 2017-2022 identifies water supply and sanitation (WSS) as essential to "accelerate strategic infrastructure development" (NEDA 2017). Further highlighting this in NEDA's Philippine Water Supply and Sanitation Master Plan 2019-2030. Finally, though these priorities are global and national, the attainment of 100% access to potable water lies heavily on local government delivery of the devolved water service. Attaining these goals require identifying what kind of good water supply is and looking for the best economic framework for its provision. Water is a complex good. It could be a common resource (the water source) that, if unregulated, would have negative externalities leading to overconsumption. In addition, it could also be a natural monopoly (the process of treating and distributing water) faced with large sunk costs needing some form of regulation to avoid usurious pricing. Also, as a natural monopoly, the optimal provision of potable water might require coordination across local governments because of possible economies of scale across boundaries. This would need coordination and political will. [...].
