Book excerpt: Quantitative restriction (QR) on rice import has been a longstanding instrument of the Philippine government that regulated the importation of rice, protected rice farmers and supported the drive for rice self-sufficiency of the country. However, with the pas-sage of the Republic Act No. 11203 or the Philippine rice trade liberalization law in February 2019, the QR was lifted and replaced with import tariffs instead. This policy shift can have far-reaching impacts not only to rice and agriculture but to the entire economy and to the global rice market as well - with important implications to the general welfare, nutrition and food security of the country. Hence, an ex-ante impact assessment study aimed at simulating, quantifying and understanding the effects of rice liberalization on farmers, consumers and various stakeholders can assist the government in proactively crafting and putting in place appropriate investment and policy interventions, while transitioning from QR and moving toward longer-term rice and food security.

The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

The liberalization of trade in irrigation equipment and fertilizer markets during the early 1990s has led to structural changes in the agricultural sector and a significant increase in rice productivity. A resulting increase in output has been associated with a decline in producer and consumer rice prices of approximately 25 percent. Using a combination of ex-post and ex-ante approaches, the authors investigate the implications of the changes in rice productivity and prices for the welfare of households. They find that the net effects of increased rice productivity and lower rice prices have benefited the poor. Regardless of the particular category analyzed, the poorest households emerged as being particularly positively affected by reforms in the 1990s. This mainly reflects the fact that they are predominantly net rice buyers in both urban and rural markets. In contrast, large net sellers of rice, among the better-off households in the rural areas, were the main losers. Since net buyers in rural areas tend to be poorer than net sellers, trade liberalization has benefited the poor. Although the authors are not able to test empirically what has happened to the welfare level of agricultural wage earners, secondary evidence suggests that they have gained from trade liberalization."--World Bank web site.

IMPACT-SIMM (International Model for Policy Analysis of Agricultural Commodities and Trade–Standard IFPRI Multimarket Model) is a partial equilibrium, multi-market, simulation model of the production, supply, and demand of agricultural commodities within a country or group of countries. It simulates the operation of agricultural markets, solving for equilibrium prices within a country and, in multi-country mode, global markets. It is designed to be a “portable” and potentially open-source version of the IFPRI (International Food Policy Research Institute) IMPACT3 model documented in Robinson et al. (2015). IMPACT-SIMM shares model specification, equations, and computer code with IMPACT3, but is designed to be more flexible in application. It allows users to specify a standard multi-market model at any level of aggregation by commodities and countries by changing data inputs, without any change in model code. This model system supports longer-term scenario analysis to provide researchers and policymakers with a flexible tool to assess and compare the potential effects of changes in biophysical systems, socioeconomic trends, technologies, and policies at the level of individual countries or groups of countries.

Book excerpt: Abstract: In many poor countries, the recent increases in prices of staple foods raise the real incomes of those selling food, many of whom are relatively poor, while hurting net food consumers, many of whom are also relatively poor. The impacts on poverty will certainly be very diverse, but the average impact on poverty depends upon the balance between these two effects, and can only be determined by looking at real-world data. Results using household data for ten observations on nine low-income countries show that the short-run impacts of higher staple food prices on poverty differ considerably by commodity and by country, but, that poverty increases are much more frequent, and larger, than poverty reductions. The recent large increases in food prices appear likely to raise overall poverty in low income countries substantially.
