Book excerpt: A Thai foodseller on the streets of Bangkok, a cyclo driver in a Vietnamese village, a Pahari migrant laborer in the Himalayas, a Parsi-Christian professional social worker shuttling back and forth between London and Calcutta—Trans-Status Subjects examines how these and other South and Southeast Asians affect and are affected by globalization. While much work has focused on the changes wrought by globalization—describing how people maintain foundations or are permanently destabilized—this collection theorizes the complex ways individuals negotiate their identities and create alliances in the midst of both stability and instability, as what the editors call trans-status subjects. Using gender paradigms, historical time, and geographic space as driving analytic concerns, the essays gathered here consider the various ways South and Southeast Asians both perpetuate and resist various hierarchies despite unequal mobilities within economic, social, cultural, and political contexts. The contributors—including literary and film theorists, geographers, historians, sociologists, and anthropologists—show how the dominant colonial powers prefigured the ideologies of gender and sexuality that neocolonial nation-states have later refigured; investigate economic and artistic production; and explore labor, capital, and social change. It not only details Indonesia’s foreign policy behaviour vis-à-vis Indonesia’s neighbours and major powers, but also places it in the context of foreign policy analysis. Today, the book remains as the only full-length study on Indonesia’s foreign policy under Suharto. It is now reprinted with a new postscript which discusses the post-Suharto era from B.J. Habibie to Joko Widodo. Indonesia under Suharto had attempted to become a regional power to lead Southeast Asian states and beyond. As the largest country and also the richest in terms of natural resources, Suharto’s Indonesia was held in deference by the ASEAN states. However, due to its limited capabilities, its lack of military strength, advanced technology and economic strength, the political influence of Jakarta was in fact quite limited. During the economic crisis, Suharto was forced to step down. He was succeeded by B.J. Habibie who was largely preoccupied with domestic issues, who in turn was followed by weak presidencies such as Abdurrahman Wahid (Gus Dur) and Megawati. Only after the ex-general Susilo Bambang Yudhoyono assumed presidency did he manage to stabilize the situation and attained economic growth. He even became known as the “Foreign Policy President”. Nevertheless, he was constrained by the harsh Indonesian reality: limited resources, a weak military and absence of political influence. His successor Joko Widodo has been more concerned with economic matters and domestic politics; Indonesian regional leadership declines further.

Book excerpt: This book is an exploration of the relationship between irregular migrants, many originating from southern Philippines and the sea, in their struggle against the realities of state power in Sabah. As their numbers grow exponentially into the 21st century, the only solution currently provided by the Malaysian government is routine repatriation. Yet, despite increased border security, they continue to return. Thus the question: why do deported migrants return, time and again, despite the serious risk of being caught? This book explores the ways in which these irregular migrants contest inconvenient national sea boundaries, the trauma of detention and deportation, and other impositions of state power by drawing on supernatural support from the sea itself. The sea empowers them, and through individual narratives of the sea, we learn that the migrants’ encounter with the state and its legal system only intensifies rather than discourages their relationship with the Malaysian state.
