The book offers a comparative study of the East and South China Seas by arguing that their respective circumstances are influenced by similar geopolitical considerations; factors such as territory, natural resources and power competition all impact on disputes and broader regional relations. It is precisely the interplay of these geopolitical forces that can lead to the rapid escalation of a maritime territorial dispute or reversely to a diffusion of tensions. The book considers how such disputes might be managed and resolved peacefully, despite the geopolitical conditions that can make co-operation on these issues difficult to achieve. Ralf Emmers examines the prospect for conflict management and resolution by identifying catalysts which may contribute to improving the climate of relations.

Book excerpt: For more than a century, no US adversary or coalition of adversaries - not Nazi Germany, Imperial Japan, or the Soviet Union - has ever reached sixty percent of US GDP. China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

This book seeks to therefore provide a deeper understanding of the Philippine approach to China, revealing the unique and complex connections between China Studies, ethnic studies, and policy studies. It highlights that the Philippines, as an epistemological site, complicates China as a category and Sinology as an academic agenda. Thus, the community can embrace nuances in research, as well as in life, to enable reconsideration and reconciliation of binaries. Furthermore, demonstrating how scholarship is a practice of life, and not merely a neutral process of observation and presentation, it challenges Sinologists elsewhere to see that understanding Sinologists is key to comprehending both their scholarship and China itself. As such, this book will be useful to students and scholars of Southeast Asian Studies and Chinese Studies, as well as anthropology and sociology more generally.

Chinese official rhetoric on the BRI focuses on its economic promise and progress, often in altruistic terms: all countries have been invited to board this "express train" to wealth and prosperity. Missing from the rhetoric is much discussion of the initiative's security dimensions and implications. Chinese officials avoid describing the strategic benefits they think the BRI could produce, while also gliding over major security risks and concerns. Yet at the unofficial level, China's security community has paid close attention to these issues, probing in great depth the gains Beijing can expect, the challenges it will face, and the new demands it will have to satisfy. Understanding those Chinese assessments is helpful as the United States considers how, when, and in what capacity to engage the BRI.
