Available in PDF, EPUB and Kindle. Book excerpt: Proper public procurement practices directly reflect good governance. Transparent and effective procurement practices minimize expenditure and create opportunity. Procurement is an enormous component in the process by which governments build infrastructure, such as schools and hospitals. It involves the management of significant amounts of money and is therefore often the cause for allegations of corruption and government inefficiency. The difference between getting public procurement right and doing it wrong has the potential to be either highly rewarding, or highly damaging. In some nations, reforms implemented to improve the efficiency of public procurement have resulted in savings of 1% of a country's gross domestic product. One can see why public procurement is so significant to the development of a country and its people.

Book The Future of Philippine Agriculture under a Changing Climate

Download or read book The Future of Philippine Agriculture under a Changing Climate written by Mark W. Rosegrant and published by ISEAS-Yusof Ishak Institute. This book was released on 2018-11-30 with total page 624 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Philippine economy has grown rapidly since 2010, but despite this growth, poverty and inequality remain high. Two-thirds of the poor live in rural areas, and the weak performance of the agriculture sector has contributed to the slow improvement in livelihoods. The challenge for agriculture will further increase, with climate change posing a growing threat to the sector. But agricultural transformation to spur sustained growth and reduce poverty is still possible under climate change with aggressive institutional reforms and implementation of the right mix of policies and programmes. The identification of the suitable policy and programme combination requires an accurate assessment of the key drivers of agricultural growth and food security; the impacts of climate change on agriculture and the overall economy; and the effectiveness of policies for adaptation and growth. This book addresses these big issues, focusing on enhancing the adaptation capacity of the Philippine agriculture sector. It is designed to provide a much-needed base of knowledge and menu of policy options to support decision- and policymaking on agriculture, climate change, and food security. The volume uses newly generated data, modelling outputs, and innovative analyses to provide a scientific basis for a variety of adaptation measures under different sets of climate change scenarios to guide decision-makers in strategic planning and policy formulation. “As we have actually experienced in Leyte, an island province in the Visayas where Super Typhoon Yolanda (Haiyan) struck, disasters caused by natural hazards could completely negate economic gains, devastate families and shatter dreams. Our greatest challenge is to make ourselves better prepared for and be more resilient to such disasters. Natural hazards need not always lead to loss of so many lives and properties. This book shows us ways and provides tools to draw up climate change and socioeconomic scenarios at the regional and provincial levels, allowing us to identify strategies for mitigating climate change risks.” — Ernesto M. Pernia, Secretary of Socioeconomic Planning, National Economic and Development Authority, Philippines “This book by top Philippine researchers combines state-of-the-art biophysical and economic modeling of climate impacts and adaptation policies with in-depth synthesis of agriculture, natural resources, climate trends, and policies. It provides a comprehensive assessment of climate change impacts on agriculture and the broader economy to provide important insights for Philippine policymakers.” — Dr Cynthia Rosenzweig, Head, Climate Impacts Group, NASA Goddard Institute for Space Studies and Co-Founder of the Agricultural Model Inter-comparison and Improvement Project (AgMIP)

Book excerpt: The staff report for the 2005 Article IV Consultation on the Philippines highlights managing short-term vulnerabilities and higher investment and growth. Power generation tariffs have been raised to substantially cut the losses of the National Power Corporation (NPC). A risk to the near-term outlook for the Philippine economy is that political events, such as possible constitutional change, serve to sideline economic reforms. Executive Directors agreed that rebalancing the composition of public expenditure, with reduced current outlays providing space for capital and social spending, should form an integral part of the fiscal consolidation.

Book Public Administration in Southeast Asia

Download or read book Public Administration in Southeast Asia written by Evan M. Berman and published by Routledge. This book was released on 2017-09-25 with total page 613 pages. Available in PDF, EPUB and Kindle. Book excerpt: While public administration practice and education in general has become considerably professionalized in the last decade, existing knowledge on public administration in Southeast Asia is fragmented at best, and often devoid of a useful reference. While journal articles and government reports provide decentralized information, Public Administration in Southeast Asia: Thailand, Philippines, Malaysia, Hong Kong and Macao takes a comprehensive and comparative look at the major components of administration systems. The selection of countries and regions included reflects the diversity of Southeast Asia. Organized by Country The handbook fills a critical need by bringing together leading scholars who provide an insider perspective and viewpoint on essential and advanced issues. Divided into five sections, each dedicated to a particular country, the text outlines topics relevant to modern public administration, including: History and Political Context of Public Administration Decentralization and Local Governance Public Ethics and Corruption Performance Management Reforms Civil Service System Focusing on recent developments in public administration in these countries which are among the fastest growing economies in the world, the book explores their practices and innovative approaches in public administration. For many years people have been fascinated by the cultures, peoples, and governments of Southeast Asia, and now they have a book that discusses the apparatus of government in Southeast Asia – their agencies, contexts, processes, and values.

  • Author : Elizabeth Fuller Collins

Download or read book Indonesia Betrayed written by Elizabeth Fuller Collins and published by University of Hawaii Press. This book was released on 2007-07-31 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: Supporters of neoliberalism claim that free markets lead to economic growth, the creation of a middle class, and the establishment of democratically accountable governments. Critics point to a widening gap between rich and poor as countries compete to win foreign investment, and to the effects on the poor of neoliberal programs that restrict funding for health, education, and welfare. This book offers a ground-level view from Sumatra of the realities behind these debates during the final years of Suharto’s New Order and the beginning of a transition to more democratic government. The author’s wealth of primary data from ten years of interviews and local newspaper reportage (1994–2004) shows how farmers and laborers were dispossessed by both government policies and crony capitalism. Elizabeth Collins relates the stories of populist efforts in South Sumatra to combat "development" policies responsible for producing extreme poverty and allowing corruption to flourish. She describes how student-led NGOs worked with farmers fighting to retain their livelihoods in the lowland forests of South Sumatra. She reports on a local branch of the Indonesian Environmental Forum as it battled multinational companies and Indonesian conglomerates responsible for damage to the environment; on contract workers protesting exploitation by a company with ties to a Suharto crony; and on systemic corruption under the New Order, which spread throughout all levels of government and into civil society organizations. She examines the sometimes strained relationships between Islamists and human-rights activists, arguing that there is no inherent contradiction between Islam and democratic politics. Collins concludes that for real change to occur, neoliberal capitalism must be recognized as a utopian ideology; democracy, imperfect as it is, offers the best hope for sustainable development in Indonesia.
