Book excerpt: Contract No. EF-77-C-01-2542 between Continental Oil Company and the United States Department of Energy requires Continental Oil Company to design, construct, and operate a Demonstration Plant capable of converting high-sulfur bituminous caking coal to a high-Btu pipeline quality gas. One of the major assignments under the contract is the preparation of a preliminary design of a commercial scale plant based on the process to be demonstrated. This report covers an economic analysis and technical assessment of the preliminary design of the Commercial Plant. Economics of the Commercial Plant are evaluated using DCF (discounted cash flow) and public utility financing methods. Three base case calculations are provided. For each case a sensitivity analysis showing the variation in product gas price with changes in the major components of the price is presented. In addition to the Illinois No. 6 coal used in the base cases, Ohio No. 9 and Pittsburgh No. 8 coal cases are evaluated. Gas prices for the three base cases range between $4.85 and $6.60 per million Btu of product gas. A technical assessment of each section is provided. It includes, where appropriate, background and development of the various processes used in the Commercial Plant. The Gasification and Methanation Sections of the plant are based on new technology, and the most technical risk lies in the design of these two sections.
