Book Phase 1 Report of the Defense Science Board Task Force on Joint Experimentation

Download or read book Phase 1 Report of the Defense Science Board Task Force on Joint Experimentation written by and published by . This book was released on 2003 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Defense Science Board (DSB) Task Force on Joint Experimentation was established to examine the joint experimentation programs and activities at the Joint Forces Command (JFCOM) and to recommend ways to enhance the contributions of joint experimentation to transformation. The Task Force assessed the goals, process, and substance of JFCOM's experimentation program. The Task Force also provided an external review of the Millennium Challenge 02 (MC02) experiment. Specifically, the Task Force reviewed Joint Forces Command's campaign plan for joint concept development and experimentation (CD&E) in several sessions from November 2002 to March 2003. The plan was in a state of considerable flux during this period, for example, with some changes influenced perhaps by the interim reports the Task Force provided to the Commander JFCOM and the Director of JFCOM s Joint Experimentation Directorate (J9). Since the campaign plan has continued to evolve since the Task Force's exposure to it, this report does not attempt to provide a detailed evaluation. Instead, characteristics are described that would make a joint CD&E campaign an effective agent for transforming U.S. military capabilities. Observations about the results of MC02 event, based on brief presentations to the Task Force, are also offered.

Book Report of the Defense Science Board Task Force on Test and Evaluation

Download or read book Report of the Defense Science Board Task Force on Test and Evaluation written by United States. Defense Science Board and published by . This book was released on 1999 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Defense Science Board task force on Test and Evaluation was chartered to conduct a broad review of the entire range of activities relating to test and evaluation (T & E). This included examining new and innovative ways that the T & E community can better support its users and to find better ways to integrate operational test into the overall systems development process. The task force was asked to consider the special problem of "systems of systems" testing. In addition, the task force was to identify and quantify the current and future needs of the Department's T & E capability and resources, and recommend specific and quantified changes to those capabilities and resources. To perform this review the task force examined facilities, processes, policies, contractor testing, government development testing, joint T & E, and operational T & E, both before and after full production and in the continuing evolution of force capability. The focus of the task force examination was on the T & E part of the acquisition process. The task force formed sub-panels to focus on particular subjects related to T & E. These sub-panels studied requirements determination in the T & E process, the developmental testing and operational testing (DT/OT) process, the role of modeling and simulation in T & E, and facility reengineering. The task force also looked at special issues affecting T & E including T & E for Advanced Concept Technology Demonstrations (ACTDs), T & E of Commercial Off the Shelf (COTS) software, T & E of Software, and T & E of Systems of Systems. Each of these sub-panels developed a set of findings and recommendations to improve the T & E process.

Book Report of the Defense Science Board Task Force on Enabling Joint Force Capabilities phase II

Download or read book Report of the Defense Science Board Task Force on Enabling Joint Force Capabilities phase II written by and published by DIANE Publishing. This book was released on 2004 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: Events of the past decade provide compelling evidence that the national security environment continues to evolve at a rapid pace and in unpredictable directions. Further, it is clear that meeting the demands of the evolving environment calls for new levels of adaptable military capabilities that, in turn, demand joint forces that are responsive and effective across a range of operations from small scale operations through major theater conflict. In the two most recent major contingencies - Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) - we have seen new levels of understanding of the need for truly integrated joint capabilities and new levels of innovation in leveraging existing capabilities to achieve the needed level of effectiveness. Lessons Learned activities have verified important shifts in focus leading to a series of emerging concepts for more effectively integrating capabilities.

Book Report of the Defense Science Board Task Force on Joint Advanced Strike Technology JAST Program

Download or read book Report of the Defense Science Board Task Force on Joint Advanced Strike Technology JAST Program written by United States. Defense Science Board and published by DIANE Publishing. This book was released on 1994 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Joint Advanced Strike Technology (JAST) resulted from the decisions of the Secretary of Defense' Bottom Up Review (BUR). Each service has a demonstrated need for advanced technology aircraft to meet future contingencies, but it was determined that costs for development and production of these several different aircraft could not be met due to budgetary constraints. The BUR found that there were not enough resources available to support all these programs in future years. The decision was made to continue with the Air Force F-22 fighter aircraft, and the F/A-18E/F aircraft for the Navy, but to cancel the A/F-X and the MRF. The decision on ASTOL was to continue that research, but to secure specific commitment of resources by at least two of the three Services before building a flying prototype. The BUR also confirmed the continuing needs that were to be met by the A/F-X and MRF programs. This led to the establishment of the Joint Advanced Strike Technology Program in July 1993.
