In recent years, they have been given a promise from Canadian and Danish governments that offers them more responsibility for their lands and thus control over their lives without fear of being outnumbered by outsiders. The Arctic Promise looks at how much the Inuit vision of self-governance relates to the existing public governance systems of Greenland and Nunavut, and how much autonomy there can be for territories that remain subordinate units of larger states. By means of a bottom-up approach involving cultural immersion, contextual, jurisprudential, and historical legal comparisons of Greenland and Nunavut, The Arctic Promise examines the forms, evolution, and scope of the right to autonomy in these Arctic jurisdictions. Loukacheva argues that the right to autonomy should encompass or protect Inuit jurisdiction in legal systems and the administration of justice, and should allow the Inuit direct participation in international affairs where issues that affect their homelands are concerned. The Arctic Promise deals with areas of comparative constitutional law, international law, Aboriginal law, legal anthropology, political science, and international relations, using each to contribute to the understanding of the right to indigenous autonomy.

Book excerpt: In social science terms, the `Arctic' is a relative, not an absolute concept, relating to several dimensions, such as constitutional and geographic status, remoteness, socioeconomic status, and demographic/anthropological factors. There is only one sovereign state with all its territory situated in the Arctic (Iceland), but many other areas of the globe have shared characteristics (Alaska, Yukon, Northwest Territories, areas of Norway, Sweden and Finland north of the Polar Circle, Greenland, the Faroes). Remoteness has to do with distance from the centre as well as accessibility, transportation and communication. Socioeconomically, the Arctic is characterised by a low population density, a fragile natural environment, and overwhelming economic dependence on one or a few resources, often coupled with income transfer. Demographically, the region has a large number of indigenous peoples, heavy immigration from the South (albeit only seasonal), minority problems, immigrant majorities, high infant mortality, low expected lifespan. The present book is the first to present a large number of articles on the contemporary social, economic and political development in the Arctic, written by social scientists from Russia and the western world, many of whom live and conduct their research in the region. The book thus presents a much more complete picture of the modern world of the Arctic, offering a unique opportunity to compare what is happening in the different parts of the region.

If the commemoration was an occasion to foster a more civic-minded pedagogical approach regarding the meaning of this major historical event, the conference itself strove to engage the rich and substantial body of research about the war that had evolved over the past few decades. While taking national and regional approaches into account, this book also aligns itself with the recent interest in a global history of the Great War that, by not excluding various national traditions, strives to re-examine the causes and consequences of the conflict from a perspective whose scope extends beyond Europe. By engaging in a broader temporal and spatial consideration of the war, this standpoint not only calls into question the relevance of using the nation-state as a singular political and cultural framework with which to understand the conflict, but also, and especially, strives to more clearly apprehend peripheral geopolitical spaces, particularly Africa and the Americas, in the conflict and to integrate them more effectively.

She emphasises the role of indigenous individuals in shaping their cinematic image, both in front of and behind the camera, highlighting the works of lesser-known figures like Suntsai Geonka, Zinaida Pikunova, and Iurii Rytkheu. In doing so, Damiens emphasises the multifaceted nature of film, where interpretations differ based on the perspectives of those involved. Using a decolonial approach and drawing from extensive archival materials, Damiens prompts a re-evaluation of the Soviet cinematic past and present by centring indigenous voices in the narrative. In doing so, she provides a thorough exploration of the intricate relationship between culture, representation, and identity in Soviet cinema.

The proposal and its explanatory report appear in the first chapter of the publication. This publication includes, in addition, firstly the report on the protection of minorities at domestic law level which was drawn up within the framework of the Venice Commission and secondly the report concerning the special protection of which minorities can take advantage in States with a Federal or Regional structure. The report in question was established on the basis of replies provided by representatives of several European and non-European States to a questionnaire drawn up by the Commission; the questionnaire, together with the replies, appears in an Appendix to the report. Perusal of the replies given by representatives of different States to the same question allows for a rapid appraisal of the solutions adopted in national laws to identical problems of protection of minorities.
