The rights to do so would be equally strong in each case. Your petitioners further represent that the general assembly of the State of Iowa are abundantly competent to pass all necessary legislation to protect the rights of their own citizens, as will be seen by reference to the provisions of the act above referred to. Your petitioners verily believe that the outside parties who have solicited Congress to pass the bill above referred to, have it as their object the promotion of speculation, instead of the protection of actual settlers.
