Book excerpt: The overall quality of Peru’s supervisory approach and regulation of the banking sector is strong. Some areas for enhancement remain. A key area that needs strengthening relates to the powers and regulatory framework for consolidated and cross-border supervision. The FSAP undertook a full graded Basel Core Principles (BCP) assessment of the essential criteria. The 2011 BCP update assessment found that bank regulation and supervision was of high quality and no principles were scored non-compliant or materially non-compliant. The current assessment shows that the SBS has maintained and further enhanced its regulatory and supervisory framework.

During President Alber to Fujimori's rule, he sought to cooperate with the U.S. government on most issues, including security threats, free-market reform, and narcotics control. Fujimori's government did not meet international standards for democracy and human rights, but relations with the U.S. were more cooperative than they had been since the beginning of the Cold War. Why did the Clinton administration place a relatively low priority on democracy and human rights in Peru? The United States and Peru traces the changes in the relationship between the two countries from the 1980's through the 1990's, examining economic, political, and military issues. Attention is given to the problems of drug-trafficking, guerrillas, human-rights violations, and to the 1995 war between Peru and Ecuador and the U.S. role in the resolution of the conflict.

Book excerpt: The enactment of the Fiscal Responsibility Law in 2013, which came into force in 2015, was a major achievement toward strengthening Paraguay’s fiscal framework. Its implementation has nonetheless been complex, with slippages occurring in the first year of its enactment. Concerns have also emerged about the current design of the nominal balance rule, which is perceived as excessively rigid. Given the high volatility of fiscal revenues, the rule translates into an unstable path of public expenditure and does not provide sufficient space for countercyclical policies. Paraguay’s tight fiscal deficit ceiling may also constrain capital expenditure plans, possibly to the detriment of overall economic development needs. The authorities have decided to replace the nominal balance rule with a structural balance rule, starting in 2019, to achieve a more stable path of public expenditure and better link it to the medium-term objectives of fiscal policy. The government is also considering modifications of the Fiscal Responsibility Law in order to enhance public investment without damaging the credibility of the rule-based framework.

The profound social divisions within Peru's population, which constitute the principal cause of la crisis, have persisted even longer. A number of these divisions have broken down, however; in this development, the author sees cause for optimism in the midst of crisis. Book excerpt: Expanding at an average rate of 6.4% per annum since the mid-2000s, Peru’s economic growth has been remarkable, but also heavily dependent on one sector. Driven by a sharp rise in commodity prices, the mining industry spurred Peru’s economy to the fastest sustained growth rate in Latin America during much of the past decade.The end of the commodities supercycle however, saw economic growth slow down substantially over the course of 2014, with the central bank revising growth projections to 3.1% in mid-October. In a bid to stimulate growth, the government has intensified diversification efforts and introduced a series of measures aimed at promoting investment. The current economic slowdown, attributable in part to delays in some major mining developments, is generally seen as a temporary one, and growth is expected to pick up again in 2015. While mining will remain the backbone of the Peruvian economy - in particular from 2016 and beyond as several large-scale copper projects come on-line - other sectors, including industry and tourism, should begin to play increasingly important roles.

Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. The evaluation draws on WBG documents, external literature, and on interviews with government officials, representatives of the private sector and civil society, nongovernmental organizations, bilateral and multilateral development partners, and Bank, IFC, and MIGA staff in Washington and in Peru. An IEG mission visited Peru in September 2009. IEG also cooperated with the Evaluation Office of the Global Environment Facility that was conducting a parallel evaluation in Peru.

In this process, significant variation has emerged over time and across cases in the extent to which debtors have undertaken economic adjustment, banks or bondholders have written down debts, and creditor governments and international organizations have intervened in negotiations. Debt Games develops and applies a situational theory of bargaining to analyze the adjustment undertaken by debtors and the concessions provided by lenders in international debt rescheduling. This approach has two components: a focus on each actor's individual situation, defined by its political and economic bargaining resources, and a complementary focus on changes in their position. The model proves successful in accounting for bargaining outcomes in eighty-four percent of the sixty-one cases, which include all instances of Peruvian and Mexican debt rescheduling over the last one hundred and seventy years as well as Argentine and Brazilian rescheduling between 1982 and 1994.
