Book excerpt: In the aftermath of a civil war, former enemies are left living side by side—and often the enemy is a son-in-law, a godfather, an old schoolmate, or the community that lies just across the valley. Though the internal conflict in Peru at the end of the twentieth century was incited and organized by insurgent Senderistas, the violence and destruction were carried out not only by Peruvian armed forces but also by civilians. In the wake of war, any given Peruvian community may consist of ex-Senderistas, current sympathizers, widows, orphans, army veterans—a volatile social landscape. These survivors, though fully aware of the potential danger posed by their neighbors, must nonetheless endeavor to live and labor alongside their intimate enemies. Drawing on years of research with communities in the highlands of Ayacucho, Kimberly Theidon explores how Peruvians are rebuilding both individual lives and collective existence following twenty years of armed conflict. Intimate Enemies recounts the stories and dialogues of Peruvian peasants and Theidon's own experiences to encompass the broad and varied range of conciliatory practices: customary law before and after the war, the practice of arrepentimiento (publicly confessing one's actions and requesting pardon from one's peers), a differentiation between forgiveness and reconciliation, and the importance of storytelling to make sense of the past and recreate moral order. The micropolitics of reconciliation in these communities present an example of postwar coexistence that deeply complicates the way we understand transitional justice, moral sensibilities, and social life in the aftermath of war. Any effort to understand postconflict reconstruction must be attuned to devastation as well as to human tenacity for life.

Book excerpt: Timothy Lomperis persuasively argues the ironic point that the lessons of American involvement in Vietnam are not to be found in any analysis of the war by itself. Rather, he proposes a comparison of the Vietnam experience with seven other cases of Western intervention in communist insurgencies during the Cold War era: China, Indochina, Greece, the Philippines, Malaya, Cambodia, and Laos. Lomperis maintains that popular insurgencies are manifestations of crises in political legitimacy, which occur as a result of the societal stresses caused by modernization. Therefore, he argues, any intervention in a 'people's war' will succeed or fail depending on how it affects this crisis. The unifying theme in the cases Lomperis discusses is the power of land reform and electoral democracy to cement political legitimacy and therefore deflect revolutionary movements. Applying this theory to the ongoing Sendero Luminoso insurgency in Peru, Lomperis makes a qualified prediction of that conflict's outcome. He concludes that a global trend toward democratization has produced a new era of 'people's rule.'

The lessons found in The Fate of Peruvian Democracy reach beyond Peru to connect with other Latin American countries. Peru’s story illustrates the difficulties of accumulating political force during times of violence, underscores how struggles for self-defense can complicate ideological stances on violence, and helps explain the unevenness of the resurgence of the Left (the so-called “pink tide”) in Latin America in the twenty-first century. Book excerpt: Large amounts of development assistance in the form of infrastructure and social programs are annually made available to communities across Peru due the presence of extractive industry companies. These investments however do not always achieve the social development impact anticipated. As one company pointed out: our company has invested millions of dollars in social programs in our neighboring communities, however the indicators for child malnutrition and maternal health have seen no noticeable improvement . Communities base their support or rejection for extractive industry operations by weighing up the benefits against the risks; where the risk-benefit balance sheet does not look positive, conflict is likely. Companies, and the governments who benefit from their tax revenues, therefore work hard to reduce risks and increase benefits for communities: but this report confirms an overlooked aspect of the development outcomes: men are capturing more of the benefits and these are not necessarily reaching the wider family; whereas it is the women and children who experience more of the risks that arise from the presence of extractive industry projects. The impact on women could be significantly improved by taking simple steps with little additional effort or cost disaggregating data by sex, strengthening consultations with women, investigating issues of risk to women, improving women s access to benefits. Additionally this report challenges the development industry (those non-governmental organizations, community-based organizations, universities, research centers, think tanks, funders, foundations and training organizations for whom the development of theories and practices to alleviate poverty is a primary objective.) to work more closely with local government and companies, sharing its knowledge on thematic issues such as gender (and other areas such as Rights-Based Approaches or Community-Driven Development) and on programs (such as maternal health, bi-lingual education, or productive chain development) to achieve what the NGOs, civil society and local government have within their mandates to deliver, and what the EI sector seeks.
