A unique combination of circumstances explain the unravelling of the conflicts: the collapsed Zairian/Congolese state; the continuation of the Rwandan civil war across borders; the shifting alliances in the region; the politics of identity in Rwanda, Burundi and eastern DRC; the ineptitude of the international community; and the emergence of privatized and criminalized public spaces and economies, linked to the global economy, but largely disconnected from the state - on whose territory the "entrepreneurs of insecurity" function. As a complement to the existing literature, this book seeks to provide an in-depth analysis of concurrent developments in Zaire/DRC, Rwanda, Burundi and Uganda in African and international contexts. The temptation is high to move fast on all fronts but it is important to assess the immediate past and, especially, the transition period from 2003 to 2006, so that lessons which could inform policy decisions can be drawn. This monograph makes a useful contribution to a review of the transition period. It assesses the strengths and weaknesses of the anti-corruption institutions and laws which were in force, evaluating their success or failure and identifying factors that supported or inhibited their effectiveness. It further identifies gaps in national laws and regulations that could be prioritised to make them compliant with international legal instruments. Finally, it makes recommendations about what measures should be prioritised with a view to improving the legal framework and the relevant institutions.

For some, human rights stretch back to the dawn of Western civilization, the age of the American and French Revolutions, or the post–World War II moment when the Universal Declaration of Human Rights was framed. Revisiting these episodes in a dramatic tour of humanity’s moral history, The Last Utopia shows that it was in the decade after 1968 that human rights began to make sense to broad communities of people as the proper cause of justice. Across eastern and western Europe, as well as throughout the United States and Latin America, human rights crystallized in a few short years as social activism and political rhetoric moved it from the hallways of the United Nations to the global forefront. It was on the ruins of earlier political utopias, Moyn argues, that human rights achieved contemporary prominence.
