That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about. This book assesses the prospect of U.S.-Chinese competition in these domains and develop three related analytic findings upon which their recommendations are built. The first is that in each domain, the offense is dominant. The second is that each side will be highly vulnerable to a strike from the other side. And the third is that the retaliating side will still be able to do unacceptable damage to the initiating party. Therefore, the authors make an important recommendation: that the United States propose a comprehensive approach based on mutual restraint whereby it and China can mitigate their growing strategic vulnerabilities. Unlike the Cold War, this mutual restraint regime may not take the form of binding treaties. But patterns of understanding and restraint may be enough to maintain stability. Twomey shows how differing military doctrines have led to misperceptions between the United States and China over foreign policy--and the potential dangers these might pose in future relations. Because of their different strategic situations, histories, and military cultures, nations may have radically disparate definitions of effective military doctrine, strategy, and capabilities. Twomey argues that when such doctrines--or "theories of victory"--differ across states, misperceptions about a rival's capabilities and intentions and false optimism about one's own are more likely to occur. In turn, these can impede international diplomacy and statecraft by making it more difficult to communicate and agree on assessments of the balance of power. When states engage in strategic coercion--either to deter or to compel action--such problems can lead to escalation and war. Twomey assesses a wide array of sources in both the United States and China on military doctrine, strategic culture, misperception, and deterrence theory to build case studies of attempts at strategic coercion during Sino-American conflicts in Korea and the Taiwan Strait in the early years of the Cold War, as well as an examination of similar issues in the Arab-Israeli conflict. So long as the US, or any other nation, retains such an assured retaliation capability, no sane leader would intentionally launch a nuclear attack against it, and nuclear deterrence will hold. According to this theory, possessing more weapons than necessary for a second-strike capability is illogical. This argument is reasonable, but, when compared to the empirical record, it raises an important puzzle. Empirically, we see that the United States has always maintained a nuclear posture that is much more robust than a mere second-strike capability. In The Logic of American Nuclear Strategy, Matthew Kroenig challenges the conventional wisdom and explains why a robust nuclear posture, above and beyond a mere second-strike capability, contributes to a state's national security goals. In fact, when a state has a robust nuclear weapons force, such a capability reduces its expected costs in a war, provides it with bargaining leverage, and ultimately enhances nuclear deterrence. This book provides a novel theoretical explanation for why military nuclear advantages translate into geopolitical advantages. However, China's behaviour and impact on global nuclear politics is a surprisingly under-researched topic. Existing literature tends to focus on narrow policy issues, such as misdemeanours in China's non-proliferation record, the uncertain direction of its military spending, and nuclear force modernization, or enduring opaqueness in its nuclear policy. This book proposes an alternative context to understand both China's past and present nuclear behaviour: its engagement with the process of creating and maintaining global nuclear order. The concept of global nuclear order is an innovative lens through which to consider China as a nuclear weapons state because it draws attention to the inner workings --institutional and normative-- that underpin nuclear politics. It is also a timely subject because global nuclear order is considered by many actors to be under serious strain and in need of reform.
