For previously colonized nations like Nigeria, these linkages are believed to have been influenced by the legacies of colonial rule, positively or otherwise. Through the Gender Lens: A Century of Social and Political Development in Nigeria looks at how colonialism has enabled or hindered the roles of the state in promoting inclusive development in general, and gender equality, in particular, in the process of nation building. In this edited volume, scholars analyze a host of policies, strategies and programs, as well as empirical evidence, to expose how types of governance — from direct colonial rule in the country from 1914, through her independence in 1960, a Republic in 1963, and to different post-independence governance periods — have influenced gender relations, and the impacts of these on Nigerian women. Diverse sectoral perspectives from education, health, culture, environment, and especially politics, are presented to explain the level of attainment (or otherwise) of gender equality and the implications for Nigeria’s road to sustainable development. The emphasis on the role of the state in development particularly indicts the social and political domains of governance. Hence, the main focus of inquiry in the volume. In its twelve chapters, the authors analyze available data and other information to draw relevant conclusions, identify lessons of experience, including from some cross-country comparisons, and make concrete recommendations for more gender-inclusive systems of governance in the next century of Nigeria’s nationhood.

Book excerpt: Since the issues and discourses surrounding sustainable development entered its phase in our contemporary world, the political, social, economic, ecological, and cultural existence of our modern world has inevitably adopted varied measures to respond better to the demands of our time. This book contributes to the global call for transitions and transformations towards a more sustainable human society. This contribution is specific, dialogic and comparative and also has deep cultural and ethnological consciousness based on the Nigerian experiences and, by extension, the African experience. The research work presents as its background the hypothesis that varied forms of structures—socio-political, socio-economic, socio-ecological and socio-cultural—unite to constitute ‘structural sins’ (John Paul II) and, consequently, the banes to authentic and sustainable development. These dysfunctional structures were critically analysed and evaluated. Furthermore, the research work takes up the contemporary discourse on sustainable development, beginning with earlier development concepts, the impactful contribution of social documents of the church to development discourse, the timeline of the general global and sustainable development approach and governance, as well as the specifics of the twin documents of the year 2015, namely Agenda 2030 and Laudato Si. Again, an indigenised manuscript for development discourse known as Nigeria Vision 20:2020 was examined to delineate the fact that forms of indigenous efforts to discuss and administrate the development process are noticeable. However, such efforts have remained negatively exploited by both internal and external man-made corrupt factors. One such factors discussed in this book, among others, is the failure of Nigeria since independence to stabilise its power and energy sector.

The main idea of the book dates back to several decades ago when I was a young man completing field work for my research as partial fulfillment of the requirements for the B. Sc. degree in Geography at the University of Nigeria. The field work was interrupted by the Nigerian - Biafra war but resumed after the war. The original idea was developed and additions made focusing on the design of Ali Ogba communities' settlement patterns. These manuscripts were put aside while pursuing advanced degrees in the United States until the nineteen nineties when issues of Ali Ogba sustainable development occupied my thoughts especially as each passing decade brought changes in the physical, socio-cultural, political and economic environment landscapes of Ali Ogba communities. The overarching goal is to document for posterity the Ali Ogba environment and way of life in the early part of the 20th century in contrast to the Ali Ogba of today with emphasis on the changes that have occurred and what they portend for the future of Ali Ogba communities in the contexts of 21st century Nigeria and global technological advances.

Contrastingly, Sustainable development mostly concerns itself with the preservative interrelationship between humans and nature's environment including natural resources, in such manner as not to jeopardize the chances of future generations to also enjoy these resources. Therefore, sustainable development would also entail the concept of sensible land use and the efficient consumption of natural resources, so as to avoid its depletion. For instance, throughout America's history, federal land laws have reflected two visions of public and private land ownership. The American experience showed the tension between private ownerships and public interests in lands needing a multi-disciplinary approach to resolve the conflict. Unsurprisingly, the management of common resources occupied the center stage in the 60s and 70s. It may be safe to presume that leaders of the environmental movements of this era were understandably preservationists and conservationists: They were not profiteers. We must, therefore, be able to differentiate between the environmental conservatism that bothers on nature's environmental protection in reverence to its Creator, and the post-modernist (liberal) elements of environmentalism. The former is clearly advocated for in this book. Environmental conservatism concerns itself with the cultural, ethical and spiritual attributes of and to nature, in spite of scientific considerations or validations.

This is immediately a case of absorptive sustainability. Absorptive sustainability in its broadest sense means whether a particular governance programme can be implemented over time. In public management as a whole, absorptive sustainability includes the capacity to design or redesign, disburse, co-ordinate, control and maintains existing good governance structures. The investigation literature research design was adopted for the study and the result showed positive relationship between pro-sustainable governance strategy and sustainable development. The study was not exhaustive due mainly to lack of current relevant literature. Further study can therefore examine the relationship between sustainable culture and sustainable development. This study recommends that sustainable development of a people should pay attention to their cultural perspectives so as to promote acceptability and sustainability.
