Book excerpt: Nonpoint source (NPS) pollution results from land runoff, precipitation, atmospheric deposition, drainage, seepage or hydrologic modification. The term "nonpoint source" is defined to mean any source of water pollution that does not meet the legal definition of "point source" from a specific origin. It is caused by rainfall or snowmelt moving over and through the ground. As the runoff moves, it picks up and carries away natural and human-made pollutants, including excess fertilizers and pesticides from agriculture, chemicals from industrial processes and mining, and toxic microbes from animal or other waste. These are finally deposited into lakes, rivers, wetlands, coastal waters and ground waters, resulting in harmful effects on drinking water supplies, recreation, fisheries and wildlife. This book presents a synthesis of knowledge about, and responses to, nonpoint source pollution through two key themes: the need for technical and policy solutions that meet triplebottom-line sustainability (economic, social, and environmental) and support for effective planning that enhances food and water security for a growing human population. It holistically evaluates the status of the problem of and solutions to NPS internationally by reviewing the latest literature and control technologies. It covers both urban and rural pollution from runoff. Most other books on the subject are narrowly focused on one perspective, such as agronomic or economic. However this book provides an inter-disciplinary perspective, integrating information from agriculture, soil science, hydrology, law, environmental management and public policy, which will therefore serve as a text for a wide range of courses.

Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Book excerpt: While the United States' Clean Water Act does not directly regulate nonpoint source water pollution, it does provide mechanisms that prompt states to address nonpoint source water quality problems within their borders. This prompt, however merely raises the next question: when, or under what political conditions, will states actually do so? While individual states within the United States provide many bases for comparison, this Article examines the issue of prompting nonpoint source regulation from an international comparative perspective, focusing on the nascent efforts of the Australian states of Victoria and Queensland to address nonpoint source pollution and the potential lessons from the various U.S. states' histories of nonpoint source regulation. Specifically, this Article's examination of nonpoint source management in various U.S. states suggests: (1) there will be little political will to regulate water quality until water quality problems become obvious to the relevant populace; (2) agricultural sources of nonpoint source pollution generally create the most significant political resistance to regulation; but (3) important countervailing interests in water quality -- such as water-based tourism and recreational interests, drinking water quality, and/or culturally important fisheries -- can sometimes overcome at least some political resistance to nonpoint source regulation. Translating these lessons to Australia, open source water supply catchments in Victoria and agriculturally-induced water quality impacts to the Great Barrier Reef in Queensland may present the best political opportunities to create regulatory requirements for up-stream agricultural nonpoint sources. Still, institutional reform and increased political will at both the state and federal levels are needed. In particular, the Australian Commonwealth Government must become the leader in improving water quality for the Great Barrier Reef.

Tribal communities are strongly committed to the restoration and protection of the natural environment, including surface and ground water resources. These rivers, lakes, streams, reservoirs, wetlands, estuaries, and coastal waters sustain fish and shellfish, provide recreational opportunities, supply drinking water, and allow ceremonial uses for many tribal communities. However, many water resources are threatened or impaired by polluted runoff, also known as nonpoint source (NPS) pollution. The goal of this handbook is to provide tribes with guidance and other information that will help them to protect and restore water resources. Congress amended the Clean Water Act (CWA) in 1987 to establish the section 319 Nonpoint Source Management Program in recognition of the need for greater federal leadership to help focus state, tribal, and local nonpoint source efforts. Under section 319, states, territories, and Indian tribes receive grant money that supports a wide variety of activities including technical assistance, financial assistance, education, training, technology transfer, demonstration projects, and monitoring to assess the success of implementing management practices that address pollution from nonpoint sources. As of the time of publication of this document, 159 tribes have approved nonpoint source programs. Tribal water quality programs continue to increase in number and to mature in their capacity to understand and improve the condition of reservation lakes, rivers, streams, wetlands, and coastal waters. In support of the continued growth and sophistication of tribal participation in the CWA section 319 program, the U.S. Environmental Protection Agency (EPA) is pleased to release this “Handbook for Developing and Managing Tribal Nonpoint Source Pollution Programs Under Section 319 of the Clean Water Act.” EPA is committed to restoring and protecting our waters through a watershed approach, and it is encouraging to see a number of tribes electing to pursue funding to develop watershed-based plans. Cooperative, on-the-ground, watershed-based efforts among tribal and nontribal water resource managers and staff are helping to improve the prospects for solving water quality problems that know no boundaries, and affect the health and quality of life of all Americans. This handbook is meant to be a practical and accessible guide for tribes to answer key questions such as: How do I develop a nonpoint source assessment report and management program that meet 319 program eligibility requirements and set the stage for effective program implementation? What sorts of activities are eligible for funding under CWA section 319? How do I develop and successfully implement a watershed project that will help restore the quality of our water for drinking, fishing, and other uses? The handbook explains the role of both EPA and the tribes in working together to help solve water quality problems caused by nonpoint source pollution. All aspects of the grants-funding process are broken down for you in simple steps, showing you how tribes can use section 319 program funds to implement programs and projects to reduce pollution and restore water quality. At the same time, it takes you the next level by providing a great deal of useful technical information regarding nonpoint source pollution, how you can develop and assess available data to develop a plan of action, and what management practices and activities are needed to solve the problem.
