Book excerpt: Drawing on the idea of the European Union (EU) representing a natural 'anchor' for macroeconomic policy measures, this article assess the current and upcoming challenges in terms of growth and labour markets and the finance and growth nexus in the region. The structural problems concerning financial intermediation in the region turn out to be one of the major impediments for further economic development. From a political economy point of view, Mediterranean Partner Country (MPC) governments try to maximize short-run pay-offs in order to sustain political support and to trade these financial returns against a minimum of policy reform. The EU, on the other side of the bargaining table, tries to reap the benefits from policy reform, whereas its willingness to fund these compensation schemes can be assumed to be limited. Given these trade-off rationales on both sides of the Mediterranean Sea, both actors free-ride where possible which leads to suboptimal results. Therefore, this ostensible economic problem is analysed in its political economy context in order to suggest a macroeconomic co-operation scheme that explicitly takes into account political constraints and institutional deadlocks, hampering the development of a deeper economic co-operation within the Euro-Mediterranean Partnership (EMP) framework.

Book excerpt: Although most Arab countries have endorsed the European Union's proposal for an Euro-Mediterranean Partnership in principle, they also harbor serious reservations about its conceptual and security aspects and its future impact on their economies and on the peace process in the Middle East. The main concern is that the Euro-Mediterranean Free Trade Zone and its related rules of socio-economic conduct would expose fragile Arab industries to strong external competition and destroy indigenous enterprise. As long as the EU continues to follow a one-sided approach, with differential treatment for Israeli and Arab partners, the Arabs will continue to be ambivalent partners in the Barcelona process. This is evident from the cases of Tunisia and Morocco, which have signed partnership agreements with the EU but are now expressing serious doubts about the viability of the process. Further, the EU's concept of politico-security cooperation is geared toward conflict prevention, crisis management, and the introduction of CBMs, rather than on conflict resolution and the establishment of a balanced strategic system in the Mediterranean. The EU's responses to these Arab perceptions and misgivings will decide the future success of the EMP. It may be concluded that if the EU persists in its self-centered approach to Euro-Mediterranean cooperation, the EMP project is unlikely to materialize. This is particularly applicable to the economic partnership, which must be based on technology transfer and infrastructure support rather than trade liberalization, and to the security partnership, which should focus on conflict resolution and strategic balance rather than on maintaining the status quo.

Speakers/Presidents of the nascent and the older Parliaments could galvanise this institution to take a major role in the Union for the Mediterranean, so that parliamentary democracy is seen as a real dialogic instrument for peace. To that goal this TELOS is dedicated.

The partnership between the Council of Europe and the European Commission in the field of Youth brings together the two institutions' experience in non formal education, youth policy, youth research and youth work practice. The co-operation between the two institutions covers a wide spectrum of activities such as training, seminars, workshops, networking and dialogue design. Results and other material are made available on the partnership website (http://youth-partnership.coe.int) and in various publications, including the Training Kits (T-Kits). T-Kits are thematic publications written by experienced youth trainers and experts and constitute easy to use handbooks for educational activities. All activities and publications enhance the exchange of experience and good practice between the actors involved and contribute to the implementation of the political objectives of both partners.
