Book excerpt: Since June 1984, under CNO Study Directive 5223 and subsequent guidance from the Deputy Chief of Naval Operations (Plans, Policy and Operations, OP-06), the Center for Naval Analyses has been examining current issues and future prospects in the Western Alliance. The aim is to better inform U.S. Navy policy initiatives and long-range planning for the European theater, by helping to define the planning environments, opportunities, and limitations the Navy may have to face in the decade ahead. While affairs of the Alliance are of prominent interest, the examination has not been confined to NATO per se. On the theory that politics among nations begin with politics and related developments within nations, the study has also considered influences on, and frames of reference for, the evolution of national defense policies in individual Alliance member countries. This research memorandum, part of a series of CNA papers on future directions of the Western Alliance, is concerned with these national policies. This particular report looks at six European allies in terms of their own defense aspirations, domestic constraints, and policy choices in the late 1980s and early 1990s. The focus is on those key factors most likely to influence the security priorities and postures of each of the six. The six are France, Britain, Germany, Italy, Greece, and Spain. By using models we can generate plausible alternative futures with enough detail that they can be used to create future scenarios. Combat simulations can be used to develop r obust conceptual forces and doctrines in the context of the future scenarios, and allow us to analyze and refine the capabilities needed to field, flight, and sustain those forces. The essential element is understanding exactly what we want to be able to do in the future, not in predetermining how or with what technology it will be accomplished. Through an examination of the desired future capabilities we can devise matrices that can be used to lay out a structure and strategy for identifying key pervasive and enabling technologies and disciplines and their immediate military application. The matrices can also indicate where technology and disciplines should be 'pushed' or research initiated for the greatest future leverage in combat capability.

Tangredi analyzes the perspectives of federal agencies, military services, war colleges, NGOs, public committees, think-tanks, and individual experts, to fashion a consensus assessment of the future of American national security in the years 2010-2035. His approach is completely unique in the highly individualistic field of futures research. Forty studies are evaluated using representative source content analysis to develop points of agreement or divergence, which in turn are subjected to validation by almost 400 other expert sources. Dissenting sources are identified for every point of agreement in order to ensure alternative viewpoints are heard. Both (or more) sides of the points of divergence are evaluated. Additionally, wild cards and unlikely events are detailed in order to determine the need for hedging strategies and to avoid the potential hazard of group-think among defense planners. The final product is a baseline planning scenario and hedging strategies. The book also discusses the varying techniques of futures analysis and the practical limits to the use of future research in policymaking. As concerns the study of the future security environment, Futures of War proves through its consensus technique that the whole can truly be greater than the sum of its parts.
