In particular, child welfare has shown the highest rates of staff turnover. To address the issue, turnover and retention of child welfare workers have been studied for decades. The history of research produced a long list of determinants for child welfare worker turnover, more than 20 factors, and showed conflicting findings with the same variables. Moreover, the long list of factors for workers' decisions to leave has poorly contributed to organizational practices for retaining child welfare workers. Therefore, this study aims to examine organizational factors, particularly leadership, for child welfare worker turnover intention, in order to help child welfare agencies to invent a practice model to prevent qualified worker's turnover. To do so, it is important to examine the effect of organizational commitment on employees' turnover intention. Therefore, following is the primary research question: Does the use of transformational leadership style in social work organizations explain child welfare worker turnover intention? A cross-sectional survey research was employed among workers in public child welfare agencies in a Midwest state, United States (N=214). Five models were examined in terms of the direct and indirect effects of transformational leadership on turnover intention of child welfare workers using STATA ver. 15. The study finding showed that transformational leadership styles of local office directors had a direct and negative effect on child welfare workers' turnover intention. As a result, this study recommends that child welfare provide local office directors with leadership training to reduce preventable turnover of child welfare workers. However, the findings should be cautiously interpreted due to the sampling strategy used in this study.

Comparing and contrasting developments within these countries reveal that there are both similarities in the methods adopted and difference in the ways in which these are applied. Common themes which appear across the stories that are presented include: the importance of ensuring cultural specificity to respond to identity issues and local traditions; the need to adhere to legislation that is country specific; the importance of dealing with some child welfare issues on an international basis, e.g. child abductions; and the importance of giving children the space within which to articulate their own 'voice.' Additionally, the book reveals how working with families from a community perspective which is centered in acknowledging children’s rights and parental rights may challenge professionals in ways that they find uncomfortable. Nevertheless, the book concludes that practice can more effectively serve children’s interests if parents and workers work in partnership with each other.

Lack of research was found as to how leaders influence the perception and performance of those who work in child welfare. A gap in the literature currently exists, and it relates to how the leadership roles impact the culture in the organization and how performance is measured. This proposal aims to fill a gap in the literature on the organizational culture and employee performance using organizational culture and perspective, engagement and teamwork, public policy, bridging organizational culture, and structural perspective. The study will show how each of these trends correlates with the others and the importance of measuring outcomes for best practice in child welfare. The study explores models for building teamwork and building organizational capacity in child welfare organizations. Should this study be conducted, a survey tool will be used to gather data from employees and the effectiveness of the framework models. Possible results from this proposed study will allow organizations to understand what factors in organizational culture are essential to consider, and how to shape organizational structures and management practices to promote employee motivation, organizational effectiveness, and capacity building using a collaborative approach.
