The concern has been to adapt traditional systems of governance to the needs of modern urban management. This paper investigates the need for a new analysis of the twin problems of urban land and urban management in sub-Saharan Africa. This need is based on the apparent paradox between the dynamic, city-creating activities of civil societies in all of these countries, and the weak capabilities of states to guide and direct these activities. This paper focuses on governance at the community level, where empowerment and accountability begin. It argues that a prerequisite for dealing with these problems is an institutional environment with which the target populace is familiar and to which it is likely to relate in participating in managing the city. The importance of the particularly dynamic systems of traditional governance at the lowest level in managing urban growth is only recently being recognized.

Particular challenges of housing, planning and informality are addressed through contributions on international real estate investment, community participation in urban settlement upgrading, housing delivery as a partly failing project to remedy apartheid's legacy, and complex interactions between political power, money and land. Infrastructure challenges are approached in studies of food security and food systems, urban resilience against natural and man-made disasters, and informal public transport.

This creates both risks and opportunities for prospective land holders, resulting in a tangle of insecure land rights and claims under multiple tenure systems. Recently, innovative land tools have been proposed and implemented to formalize land tenure. It is envisaged that tenure security for land holders will increase and in turn contribute to poverty reduction. This study evaluates such tools in three peri-urban areas in Lusaka (Zambia), Oshakati (Namibia) and Gaborone (Botswana), with a focus on the perspective of the land holders. The author concludes that the tools are to some extent pro-poor, and makes recommendations for further improvements. These innovative land tools are also considered a necessary addition to conventional and administration tools. This study makes valuable reading for academics, policy makers and practitioners within the land administration domain and related disciplines.

The challenges created by displacement and resettlement are often considered from an adult-centric perspective by planners and humanitarian and development experts. The spatial injustice of displacement and resettlement, the agency of children, and the application of tools such as Child Participatory Vulnerability Index (CPVI) is siloed, commonly overlooked, or discounted. This book uses a CPVI and rights-based assessment of land-use policies, to investigate resettlement due to conflict and settlement in northern Uganda, floods due to climate change in Dar es Salaam, Tanzania, and urban to rural migration of children due to the aids pandemic in Western Kenya. Case studies from over a decade of field research are integrated with examples from applied planning projects and policy development in the East Africa region.
