Book excerpt: This study was undertaken to examine the implications of alternative energy futures for the northeastern U.S. First, the past and present energy supply and demand patterns for the U.S. and the northeast region are reviewed. Then, on the basis of detailed analyses of present and possible future supply and demand activities, scenarios for the years 1985 and 2000 are constructed and compared to examine the implications of various policies that will affect future supply and demand activities. Economic and environmental consequences are also discussed. The principal findings of the study are these: (1) conservation measures can reduce fuel and resource requirements in the northeast by over 30 percent; (2) oil imports are likely to continue to be a major energy resource for the northeast since only if strong conservation measures are combined with large increases in U.S. energy supplies is there apt to be a substantial decline in oil imports to the region; (3) a shift to coal and other alternate energy supplies, coupled with increased conservation, could compensate for a curtailment in the use of nuclear power in the region; (4) new resource technologies are capable of supplying up to 20 percent of the region's energy requirements in 2000; (5) no single supply technology or single conservation strategy taken alone can reduce the region's increasing dependence on foreign oil. Rather, the creation of an acceptable energy system for the region will require efforts in many directions in terms both of reducing demand and developing reliable, diversified supplies.

This monograph was stimulated by a report of the National Academies' Committee on America's Energy Future, America's Energy Future: Technology and Transformation, Summary Edition, 2009. The report pointed out the critical but poorly understood and little explored role of societal considerations in determining the fate of national energy policies and programs. In our efforts to respond to those concerns, we have examined the thesis that the three major dimensions of the energy challenge—technology, economics, and societal—are overlapping, interactive, and inseparable; therefore, they can be understood only when considered simultaneously and discussed in terms of their interactions. Correspondingly, this monograph describes energy technologies in the context of their economic and societal contexts, energy economics in their technological and societal contexts, and the societal aspects of energy in their technological and economic contexts. The monograph then identifies social science–driven research opportunities pertaining to America’s energy challenge, with the hope that the proposed research will help not only overcome the societal barriers identified by the National Academies' report, but also harness societal forces in developing a rational energy future.

Book excerpt: Hitting the Wall examines the combination of two intractable energy problems of our age: the peaking of global oil production and the overloading of the atmosphere with greenhouse gases. Both emerge from the overconsumption of fossil fuels and solving one problem helps solve the other. The misinformation campaign about climate change is discussed as is the role that noncarbon energy solutions can play. There are nine major components in the proposed noncarbon strategy including energy efficiency and renewable energy. Economics and realistic restraints are considered and the total carbon reduction by 2030 is evaluated, and the results show that this strategy will reduce the carbon emission in the United States to be on track to an 80% reduction in 2050. The prospects for "clean" coal and "acceptable" nuclear are considered, and there is some hope that they would be used in an interim role. Although there are significant technical challenges to assembling these new energy systems, the primary difficulty lies in the political arena. A multigenerational strategy is needed to guide our actions over the next century. Garnering long-term multiadministration coherent policies to put the elements of any proposed strategy in place, is a relatively rare occurrence in the United States. More common is the reversal of one policy by the next administration with counterproductive results. A framework for politically stable action is developed using the framework of "energy tribes" where all the disparate voices in the energy debate are included and considered in a "messy process." This book provides hope that our descendants in the next century will live in a world that would be familiar to us. This can only be achieved if the United States plays an active leadership role in maintaining climatic balance.
