Por último, se pasa revista a los avances y desafíos de la región en materia de facilitación del comercio. Al respecto, se concluye que deben intensificarse los esfuerzos para digitalizar las formalidades comerciales, así como explorarse modalidades innovadoras de financiamiento para mejorar la infraestructura regional de transporte y logística.

Book excerpt: En 2019 el desempeño del comercio mundial de bienes sería el peor desde la crisis financiera. En esta edición de Perspectivas del Comercio Internacional de América Latina y el Caribe se analiza dicho fenómeno, así como las crecientes tensiones comerciales y las repercusiones en el comercio regional. La fuerte desaceleración del comercio mundial responde tanto a la acumulación de barreras comerciales desde 2018 como a otros factores de más larga data. Entre estos se destacan la menor demanda mundial, la creciente sustitución de importaciones por producción nacional en algunas economías, la menor proporción de la producción china que se destina a la exportación, el retroceso de las cadenas globales de valor y la irrupción de nuevas tecnologías que causan un impacto en la naturaleza misma del comercio. En el capítulo II se analiza la forma en que el comercio internacional puede hacer un mayor aporte a la sostenibilidad ambiental. Los vínculos entre comercio y medioambiente se han hecho más visibles desde los años noventa, como muestra el aumento de las controversias comerciales vinculadas con aspectos ambientales y la creciente incorporación de capítulos ambientales en los acuerdos comerciales. Por último, en el capítulo III se examina la situación de la infraestructura y la logística, aspectos clave para el comercio internacional y la producción. Se concluye destacando la necesidad de reexaminar las políticas públicas en materia de concesiones de infraestructura económica y el rol central de la acción regulatoria del Estado, especialmente en el ámbito de la competencia.

Banana, the edible fruit of Musaceae, is a staple food for more than 400 million people worldwide due to their nutritional and energy attributes. This makes Musaceae a crop of worldwide relevance, particularly in tropical regions, highlighting the impact of improved Musaceae cropping systems in the current efforts worldwide oriented towards a new agricultural revolution based on sustainable intensification. To achieve this, better practices for food production based on scientific and technical research capable to consider the complexity and variability within the agri-food sector are necessary. The research presented in this book is oriented towards providing answers to the causes of two aspects considered of high relevance for banana production, both affecting productivity and sustainability, always addressed for the Venezuelan conditions, one of the world’s largest producing countries: 1- The impact of phytosanitary risks related to Fusarium Wilt (FW) and the influence of the soil on the incidence of Banana Wilt (BW); and 2- An observed trend towards loss of productivity and decline of soil quality in some commercial farms of Aragua and Trujillo states in Venezuela. The book presents a pioneering study in the application of categorical regression (CATREG) in the characterization of banana soils and analyses soil morphological variables, such as texture, dry consistency, biological activity, reaction to HCl, and type of structure to characterize soil productivity for growing healthy bananas. It develops, for the first time in Venezuela, risk analysis and climatic suitability maps for lethal wilt disease in bananas caused by Fusarium oxysporum f. sp. cubense (Foc) Tropical Race 4 (TR4) (syn. Fusarium odoratissimum). Innovative machine learning techniques are used to predict BW so that future crop development can be done more efficiently and sustainably.

Book excerpt: This book provides innovative and empirically based insights into the ongoing debate on the fragmentation of international trade law. It offers the reader a much-needed doctrinal overview of the different approaches to the issue of fragmentation and reveals their inherent methodological advantages and limitations. On this basis, the book then approaches the issue of fragmentation from an empirical standpoint by applying a novel dataset on Preferential Trade Agreements’ Dispute Settlement Mechanisms (PTA-DSMs), which have been used to adjudicate general exception clauses within the context of the individual PTA Members’ obligation to liberalize trade in goods. Although the results remain limited to the single issue of PTA-DSM adjudication for liberalization of trade in goods, they are indicative of key misconceptions regarding the fragmentation of ITL. As the findings confirm, the PTA-DSMs assessed have ultimately come to equivalent decisions, taking into consideration their overall use, the nature of the legal commitments embedded in the respective PTAs, and the economic wellbeing of the respective PTA partners. The book reveals the influence of specific PTA-DSMs on other PTA-DSMs and thereby paves the way for legal unification, rather than fragmentation.
