El análisis también menciona los importantes retos de política económica que plantea la necesidad imperiosa de adoptar todas las medidas necesarias para recuperar la estabilidad financiera y reanimar la economía mundial, y la necesidad a más largo plazo de que los países adopten medidas de apoyo recíproco. El primero de los dos capítulos analíticos, “Qué tipo de recuperación económica”, analiza la forma que terminaría por adoptar una recuperación. El segundo capítulo, “Transmisión de tensiones financieras de las economías avanzadas a las emergentes”, se centra en la función que desempeñan los vínculos financieros externos y las tensiones financieras en la transmisión de los shocks económicos.

Aunque el pronóstico para 2007 se ha visto poco afectado, la proyección de base con respecto al crecimiento mundial en 2008 se ha reducido casi medio punto porcentual con respecto al presentado en la actualización de las perspectivas de la economía mundial, en julio de 2007. Aun así, se alcanzaría con un sólido crecimiento mundial de 4 3/4%, respaldado por los sanos fundamentos económicos y el fuerte impulso de las economías de mercados emergentes. Sin embargo, las perspectivas están claramente sujetas a riesgos a la baja, centrados en torno a la preocupación de que se profundicen las tensiones en los mercados financieros y provoquen una desaceleración mundial más pronunciada. Por lo tanto, en lo inmediato las autoridades deben centrar la atención es restablecer condiciones más normales en los mercados y salvaguardar la expansión. Otros riesgos que se ciernen sobre las perspectivas se derivan de las posibles presiones inflacionarias, la volatilidad en los mercados de petróleo y el impacto en los mercados emergentes de una fuerte afluencia de divisas. Al mismo tiempo, problemas a más largo plazo, como el envejecimiento de la población, la creciente resistencia a la globalización y el calentamiento global, también son motivo de preocupación.

The performance of the United States economy and low commodity prices, mainly oil, meant that the key indicators for the region did not change abruptly. It is worth noting that safeguarding the stability of public finances remains the main challenge for the region. In the short run, we expect the fiscal deficit and public debt to maintain their upward trend, thus putting pressure on interest rates, which would have a negative impact on economic growth. This trend has implied in downward revisions to the region’s economic outlook. Growth in the region has been higher than the rest of Latin America, but its impact on reducing poverty and improve income distribution, has been limited. The report explores options to make growth more inclusive in Central America and the Dominican Republic. It highlights the need to bolster human capital accumulation, take advantage of integration with other trade partners, and generate buffers for political decision-making in a highly uncertain environment, in order ensure that growth can benefit the highest number of people in the region.
