Book Effectiveness of Safety Management Systems of Two Helicopter Operators

Download or read book Effectiveness of Safety Management Systems of Two Helicopter Operators written by Mohd. Adzmi Ariffin and published by . This book was released on 2000 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of this study is to determine whether there is any impact in implanting a Safety Management System in helicopter operations. The function of the system is to assist managers: to analyze, to develop, to communicate and to monitor safety at workplace. This paper will outline one important area critical to aviation safety, the new 'safety health' concepts being applied to improve the safety of world aviation. This study will examine the perception of the importance of safety issue at two organizations, one organization already has a safety management system implanted and the other has yet to introduce one into their organization. Although both companies have to follow the Malaysia Department of Civil Aviation regulatory requirement to manage their own helicopter operations it is imperative to note that a safety management system could further enhance the aviation safety standards. Fundamentally the system is to build or maintain a positive safety culture. Dr. James Reason Model is used to develop the safety management process. Reason acknowledges that each of the organizational, workplace and person/team components of his model is difficult to identify before an accident. This is because latent failures are usually unforeseeable, workplace factors are dynamic, and errors or violations are unpredictable. The model implies that the integrity of safety defenses can be more accurately determined. Rather than waiting for accident to occur, the Safety Management program provides a structured method for helicopter operators to proactively evaluate potential defense failures on a regular basis. In order to determine safety management system effectiveness an alternative method is used. Normally audits are carried out to measure and evaluate a system, however this method can be counter productive where accident frequency is very low or no existent especially in a helicopter operations. In this study the perception survey method is used to assess the success of the operator safety program. The survey begins with a short demographic survey, typically question about their employee level, their general work location, and their function. The second part o the survey consists of questions designed to uncover employee perception about safety. The finding of the survey shows that staff do operate unsafely due to peer pressure or management pressure to complete tasks. The overall picture is, operator with a safety management system in place exhibit higher perceived hazardous condition and likelihood of accident. This positive safety attitude in the workplace can reduce accidents and even could prevent one. It is clear that consistent communication of safety related information within an organization is crucial for improving staff attitude toward safety. While the MASIS program has only been applied within one regional helicopter operators, the process is sufficiently simple and flexible to be applied to other operator as well as other industries. Department of Civil Aviation has produced an implementation guide that allows any operator to self-install the program.

Book Interagency Helicopter Operations Guide

Download or read book Interagency Helicopter Operations Guide written by The National Wildfir Coordinating Group and published by Independently Published. This book was released on 2019-01-25 with total page 496 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Wildfire Coordinating Group provides national leadership to enable interoperable wildland fire operations among federal, state, local, tribal, and territorial partners. Primary objectives include: Establish national interagency wildland fire operations standards. Recognize that the decision to adopt standards is made independently by the NWCG members and communicated through their respective directives systems; Establish wildland fire position standards, qualifications requirements, and performance support capabilities (e.g. training courses, job aids) that enable implementation of NWCG standards; Support the National Cohesive Wildland Fire Management Strategy goals: to restore and maintain resilient landscapes; create fire adapted communities; and respond to wildfires safely and effectively; Establish information technology (IT) capability requirements for wildland fire; and Ensure that all NWCG activities contribute to safe, effective, and coordinated national interagency wildland fire operations. The objectives of the "Interagency Helicopter Operations Guide" (IHOG) are to: Promote safe, cost-efficient and effective aviation services in support of agency and interagency goals and objectives; Define and standardize national, interagency helicopter management and operational procedures for helicopter users from participating agencies; Through standardization, facilitate the ability of personnel from different agencies to work cooperatively on incidents or projects; and Provide a framework within which areas, regions, states, and local units can provide supplemental, site-specific guidance. The procedures contained in this guide apply to helicopter operations conducted by providers and users of helicopters from participating agencies. This guide addresses both incident and resource helicopter operations.

Book Investigation of Hazards of Helicopter Operations and Root Causes of Helicopter Accidents

Download or read book Investigation of Hazards of Helicopter Operations and Root Causes of Helicopter Accidents written by Franklin R. Taylor and published by . This book was released on 1986 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: During 1983 and 1984, Systems Control Technology, Inc. conducted a survey of civil helicopter pilot organizations from throughout the United States who were involved in a wide range of helicopter operations for the purpose of determining the hazards of helicopter operations and the root causes of the high rate of helicopter accidents. The survey was administered through personal interviews, meetings, and questionnaires. The derived questionnaire data included census data, profiles of the pilots work environment and procedures and their own perspectives on the hazards of helicopter operations and root causes of helicopter accidents. These data were compared with historical National Transportation Safety Board accident reports and accident briefs to determine more specifically the root causes of helicopter accidents. The results of the analysis include a list of hazards and probable root causes of accidents, as well as technological, training and standardization remedies to the causes.

Book Medical Aspects of Helicopter Safety and Crashworthiness

Download or read book Medical Aspects of Helicopter Safety and Crashworthiness written by D. F. Shanahan and published by . This book was released on 1984 with total page 13 pages. Available in PDF, EPUB and Kindle. Book excerpt: Helicopters are being used in increasing numbers for military operations in countries throughout the world. In the U.S. Army, helicopters comprise approximately 94 percent of the active fleet. While medical considerations for helicopter operations are much the same as for fixed wing operations, there are some differences of emphasis that will be reviewed. A review of the past 5 year's accident experience reveals that 80 percent are attributed to human error. It is shown that crew error is never a sufficient explanation for an accident. The relationship of errors to system deficiencies is established through human factors analysis. Once identifide, appropriate measures can be instituted to correct these deficiencies. Since current operational helicopters are not equipped with systems for inflight escape, crashworthiness is a key issue in their design. Principles of helicopter crashworthiness are reviewed, and the means for deriving these principles from crash injury analysis is discussed.

Book Safety and Quality in Medical Transport Systems

Download or read book Safety and Quality in Medical Transport Systems written by John W. Overton and published by CRC Press. This book was released on 2019-07-23 with total page 392 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Commission on Accreditation of Medical Transport Systems (CAMTS) has been accrediting air and ground transport services since 1991. One of the most significant needs the Commission has recognized is to assist transport services in creating a culture that supports safety and quality for both crews and patients. Most of the helicopter EMS (emergency medical service) accidents and many ground ambulance accidents can be attributed to human factors and systems designs that lead to poor decision-making. Management commitment is vital to create and maintain a culture that supports risk assessment, accountability, professionalism and organizational dynamics. This reference book has been created by CAMTS to address this need directly and comprehensively. It offers a groundbreaking collection of expert insights and practical solutions that can be used by EMS, Fire and Rescue, public and private services, and professional emergency and transport professionals worldwide. Quoting from the foreword written by the late Robert L. Helmreich, Professor Emeritus of Psychology at The University of Texas Human Factors Research Project, 'This is an important book which should be required reading for everyone involved in patient transport, from managers and dispatchers to those at the sharp end... The experienced and able authors and editors of this work use culture as the overarching concept needed to maximize safety while delivering patients expeditiously.'
