Book excerpt: Debates over the headscarf and niqab, so-called ‘sharia-tribunals’, Female Genital Operations and forced marriages have raged in Europe and North America in recent years, raising the question – does accommodating Islam violate women’s rights? The book takes issue with the terms of this debate. It contrasts debates in France over the headscarf and in Canada over religious arbitration with the lived experience of a specific group of Muslim women: Somali refugee women. The challenges these women eloquently describe first-hand demonstrate that the fray over accommodating culture and religion neglects other needs and engenders a democratic deficit. In Refugee Women: Beyond Gender versus Culture, new theoretical perspectives recast both the story told and who tells the tale. By focusing on the politics underlying how these debates are framed and the experiences of women at the heart of these controversies, women are considered first and foremost as democratic agents rather than actors in the ‘culture versus gender’ script. Crucially, the institutions and processes created to address women’s needs are critically assessed from this perspective. Breaking from scholarship that focuses on whether the accommodation of culture and religion harms women, Bassel argues that this debate ignores the realities of the women at its heart. In these debates, Muslim women are constructed as silent victims. Bassel pleads compellingly for a consideration of women in all their complexity, as active participants in democratic life. The book will appeal to students and scholars throughout the social sciences, particularly of sociology, political science and women’s studies.

In contrast to Jews in many parts of German-occupied Europe, however, the majority of Jews in France survived, thanks to opposition to the Nazi extermination policy from Church dignitaries and the moral indignation of the average Frenchmen. Seeking to maintain popular support, the Vichy Regime bargained with the Germans over the substance and extent of its collaboration, which the Germans needed in order to hold France. Drawing on German and French sources, Wolfgang Seibel traces the twisted process of political decision-making that shaped the fate of the Jews in German-occupied France during World War II. By analyzing the German-French negotiations, he reveals the underlying logic as well as the actual course of the bargaining process as both the Vichy Regime and the Germans sought a stable relationship. Yet that relationship was continually reshaped by the progress of the war, Germany’s deteriorating prospects, France’s economic and geopolitical position, and the Vichy government’s quest for domestic political support. The Jews’ suffering intensified when the Germans had the upper hand; but when the French felt empowered, the Vichy Regime stopped collaborating in the completion of the “final solution.” Persecution and Rescue: The Politics of the “Final Solution” in France, 1940–1944 demonstrates the ways in which political circumstances can mitigate—or foster—mass crime.

Poznanski argues that Jews in France suffered a double persecution: one led by the Vichy government, the other imposed by the Nazis. In this volume, Tara Alberts explores how Catholicism itself was converted in this encounter, as Southeast Asian neophytes adapted the faith to their own needs. Conflict and Conversion makes the first detailed exploration of Catholic missions to the diverse kingdoms of Southeast Asia and provides a new connective history of the spread of global Christianity to this crossroads of the world. This volume focuses on three areas which represent the main cultural and religious divisions of the broader region of Southeast Asia: modern-day Thailand, Vietnam and Malaysia. In each of these areas, missionaries had to engage with a variety of political and economic systems, social norms, and religious beliefs and practices. They were obliged to consider what adaptations could be made to Catholic ritual and devotions in order to satisfy local needs, and how best to counter local customs deemed inimical to the faith, which obliged them to engage with fundamental questions about what it meant to be Christian. Alberts seeks to uncover the conflicts over these issues, and the development of the concept of conversion in the early modern period.

Book excerpt: At the dawn of the Protestant Reformation, French Protestants began their struggle for religious equality and civil rights. They faced opposition from the monarchy and the Roman Catholic Church. For centuries the Catholic Church had influenced every aspect of life--cultural, educational, social, political, and economic. Protestantism arrived as a foreign invader and disrupted the Catholic monopoly. Protestants did not receive individual civil and religious rights until the French Revolution in 1789. The Declaration of the Rights of Man and of the Citizen announced a new era of religious tolerance. Official recognition of the Protestant religion was not granted until Napoleon came to power and imposed the Concordat of 1801 and the Organic Articles in 1802. The rights obtained by Protestants did not always translate into protection from violence and discrimination. During the nineteenth century, political upheaval and attempts to reestablish Catholicism as the state religion led to the termination of the Concordat in 1905. The history of French Protestantism serves as a reminder of the danger of either religion or government assuming powers and roles which have not been attributed to them by the law of the land, the laws of God, or the will of citizens.
