And are therefore intended to include all such items as interest and principal payments on necessary capital expenditures for irrigation works and water supply, costs of maintenance and operation of irrigation works, as ordinarily understood, and supplemental pumping. It is not suggested that none of the growers in the upper San Joaquin Valley can pay higher irrigation charges for the different crops studied than are arrived at herein. Some, of course, produce more than others. And there are wide differences in the efficiency of growers, types of farm enterprises, amount of: working capital available, and the numerous other factors that determine cost of production and farm income. Neither is it suggested that the charges proposed can be paid by all of the growers, this also being because of the differences mentioned above. The permissible charges suggested are intended to be base, charges which will be assessed in accordance with the earning capacity of the land; that is. On a benefit or ad valorem basis. Book excerpt: Excerpt from California Irrigation District Laws This bulletin contains in complete form only those laws relating to California irrigation district organizations which come before the state engineer or the state bond certification commission for some part of their procedure. There are other statutes providing for additional forms of organization with which neither the state engineer nor bond certification commission has any official duties. Such statutes are briefly described herein but are not included. The extent to which the different forms of irrigation district laws have been utilized in the irrigation development of the state has made it desirable to assemble such acts together with their amendments in convenient published form. The number and importance of the changes made in these acts at each session of the legislature has made it essential to revise these publications following each session. This has been done, and the bulletins of this department containing these laws for past years are listed together with other bulletins of the department on the inside back cover of this publication. There are other acts relating to the functions of the Division of Water Resources which are not contained in this bulletin. Such acts include the water commission act, and the act relating to the supervision of dams. References to separate publications of these acts, where available, are also given inside the back cover of this bulletin. The wide variation in the conditions in different areas desiring to organize for irrigation development in California has resulted in the enactment of a similarly wide variety of acts for such purposes. Such variations include those of size of the area to be organized, extent and character of the purposes to be accomplished, extent of the cost, nature of land ownership, and type of agricultural practice. For areas requiring extensive financing carefully worked out acts providing for the procedure for such financing are available. For areas of low cost desiring simplicity of operation, less formal types of organization may be used. There follows a brief discussion of the various California conservation acts, the first five of which are published in full in this bulletin. This discussion is a summary of a similar part of Bulletin 21 of the Department of Public Works, Division of Engineering and Irrigation, entitled "Irrigation Districts in California," which contains detail information regarding individual districts organized under the more important acts. California Irrigation District Act. This term is used specifically to describe the act governing organizations formed under the older or Wright irrigation district law with its subsequent amendments. While organizations under all similar laws are in a general sense, irrigation districts, other laws have been given various distinguishing titles in an effort to avoid confusion. This act is also frequently referred to as the California Irrigation District Act. The original or Wright Act, passed in 1887, was largely rewritten by the Bridgeford Act in 1897, and has been extensively amended by nearly every recent legislature. Of this, 29 per cent is agricultural land included in farms, 12 per cent is cultivated, 5 per cent is irrigated, and 8 per cent is under irrigation projects completed or partly constructed. Of the total area of the state 15 per cent may ultimately be irrigated. From 1909 to 1920 there was an increase of 58 per cent of the irrigated area of the state, but irrigation construction was provided for a larger area. Lag of Profitable Farming Behind Irrigation Construction - The total area projects were equipped to irrigate in 1924 amounted to acres. Of this, acres, or about 18 per cent, were irrigable but not irrigated, and acres, or about 82 per cent, were irrigated but not all of this was fully improved. Only acres, or 71 per cent, were making good use of the water. In the projects in the state acres of non-agricultural land, which is nominally assessed, were included. This land contributes little revenue to the projects, but is included because the larger total acreage results in a smaller average cost per acre for construction, which helps in promotion and financing. In addition, there are approximately acres of irrigable land in projects for which construction has not yet been provided. Book excerpt: Excerpt from The New River Basin and Lower California Irrigation Enterprise of the California Development Co Character of Soil. - With the exception of acres of Mesa lands under the East branch survey, the entire body of irrigable lands between the Salton Sink, and the River, is an alluvium, formed by the Colorado River. This area embraces no tracts of sand, it is very fertile, and remarkably even in its structure. The soil contains from IO to 20 per cent. Of clay hence is strong and retentive of moisture. Some patches of salt lands exist in Lower California; but these are excluded from our estimate of good land, notwithstanding the fact that local experience has demonstrated that these salt lands are rendered clean and productive by the application of water. The sedimentary deposit is from 20 to 200 feet in depth. Vegetation. - A large part of the Lower California tract is covered with a dense vegetation. Groves of cottonwood, mesquite and willow alternate with areas covered with native grasses, arrow weed, greasewood and wild hemp. In the United States timber is found along the Salton and New Rivers. After heavy rains the country is covered with a heavy growth of pepper grass, which makes excellent forage for cattle.
