Book excerpt: This study examined the use of sodium permanganate and strontium nitrate to remove the actinides and radio-strontium from Savannah River Site (SRS) waste supernate. We examined the quantities of chemical feed reagents along with increased mixing and the excess of organic reductant. Additionally, we examined two processing schemes including that applicable to either the Salt Waste Processing Facility or the Alpha Removal Process (ARP) (5.6 M sodium ion concentration) conditions and the conditions for an In-Tank application (7.5 M sodium ion concentration). Our results support the following conclusions: The process met minimum required decontamination factors (DFs) within the tested parameter sets for strontium and plutonium in both the ARP and In-Tank application. The strontium DFs far exceeded the required values within the tested parameter sets. Within the ARP application, the use of peroxide as the reductant for permanganate produced higher plutonium DFs than the use of sodium formate. Reductant concentration and degree of mixing strongly influenced radionuclide decontamination. In the formate application under the ARP process, increasing the reductant concentration and mixing energy resulted in higher Sr and Pu decontamination.

Researchers also conducted comparison tests with monosodium titanate (MST) as a means of evaluating the permanganate performance. Tests utilized a Tank 37H/44F composite waste solution. Personnel significantly increased the concentration of alpha emitting actinides in the waste by the addition of acidic americium/curium solution (F-Canyon Tank 17.1 solution), which contained a significant quantity of plutonium, and neptunium-237 stock solution. Tests examined three permanganate treatment options.

Recent studies at the SRS indicate sodium permanganate treatment holds promise for use in the decontamination of Sr and actinides in SRS HLW.

Accordingly, the main goal of this book is to bring together experts (theorists, experimentalists, engineers and technologists) for an extensive discussion covering: novel principles for functional nanostructures and detector fabrication and implementation, the development of novel technologies for the deactivation of CBRN agents, their experimental realization and their application in novel monitoring and control systems, and technological processes for soil and water remediation, with a view to environmental protection and defence against CBRN-based terrorism. Book excerpt: Initiatives are underway at the Savannah River Site (SRS) to accelerate the disposition of the supernate and salt portions of the waste in the SRS High Level Waste (HLW) tank farm system. Significant savings in processing time and overall cost could be achieved by in situ treatment of waste supernate or dissolved salt inside a tank farm waste tank. For treatment of actinides and strontium in waste, the baseline method is sorption onto monosodium titanate (MST), an engineered powder with mean particle size of approximately 10 microns. In a separate study at the Savannah River National Laboratory (SRNL), engineered forms of MST were developed and compared on a small (250-mL) scale in batch tests. In the current study, a promising form of engineered MST was tested under two conditions: a traditional ion exchange (or adsorption) column and a porous, flow through device called a tea bag, immersed in solution. Both tests used the same amount of engineered MST to treat 10 L of simulated waste solution containing plutonium and strontium.

Book excerpt: The U.S. Department of Energy (DOE) is nearing a decision on how to process 30 million gallons of high-level radioactive waste salt solutions at the Savannah River Site in South Carolina to remove strontium, actinides, and cesium for immobilization in glass and eventual shipment to a geologic repository. The department is sponsoring research and development (R&D) work on four alternative processes and plans to use the results to make a downselection decision in a June 2001 time frame. The DOE requested that the National Research Council help inform this decision by addressing the following charge: evaluate the adequacy of the criteria that will be used by the department to select from among the candidate processes under consideration; evaluate the progress and results of the research and development work that is being undertaken on these candidate processes; and assess whether the technical uncertainties have been sufficiently resolved to proceed with downsizing the list of candidate processes. Responses to the last two points are provided in this report. Research and Development on a Salt Processing Alternative for High-Level Waste at the Savannah River Site focuses exclusively on the technical issues related to the candidate processes for radionuclide removal from high-level waste salt solutions at SRS. The committee's interim report served as a response to the first point of this charge, and may be read in Appendix B. In that report, the committee found that DOE's proposed criteria are an acceptable basis for selecting among the candidate processes under consideration, but that the criteria should not be implemented in a way that relies on a single numerical "total score."

Book excerpt: The U.S. Department of Energy, Savannah River Operations Office (DOE- SR), has prepared the Site Treatment Plan (STP) for Savannah River Site (SRS) mixed wastes in accordance with RCRA Section 3021(b), and SCDHEC has approved the STP (except for certain offsite wastes) and issued an order enforcing the STP commitments in Volume I. DOE-SR and SCDHEC agree that this STP fulfills the requirements contained in the FFCAct, RCRA Section 3021, and therefore, pursuant to Section 105(a) of the FFCAct (RCRA Section 3021(b)(5)), DOE's requirements are to implement the plan for the development of treatment capacities and technologies pursuant to RCRA Section 3021. Emerging and new technologies not yet considered may be identified to manage waste more safely, effectively, and at lower cost than technologies currently identified in the plan. DOE will continue to evaluate and develop technologies that offer potential advantages in public acceptance, privatization, consolidation, risk abatement, performance, and life-cycle cost. Should technologies that offer such advantages be identified, DOE may request a revision/modification of the STP in accordance with the provisions of Consent Order 95-22-HW. The Compliance Plan Volume (Volume I) identifies project activity schedule milestones for achieving compliance with Land Disposal Restrictions (LDR). Information regarding the technical evaluation of treatment options for SRS mixed wastes is contained in the Background Volume (Volume II) and is provided for information.
