Book excerpt: This SAE Aerospace Recommended Practice (ARP) documents a common understanding of terms, compliance issues, and occupant injury criteria to facilitate the design and certification of oblique facing passenger seat installations specific to Part 25 aircraft.The applicability of the criteria listed in this current release is limited to seats with an occupant facing direction greater than 18 and no greater than 30 degrees relative to the aircraft longitudinal axis. Later revisions are intended to provide criteria for other facing directions. Performance criteria for side facing seats installed with the occupant facing direction at 90 degrees relative to the aircraft longitudinal axis are provided in AS8049/1.Seats installed at angles greater than 30 degrees relative to the aircraft longitudinal axis must have an energy absorbing rest or shoulder harness. However, this document does not provide the criteria for oblique facing seats incorporating such rests. Satisfying the criteria listed in Table 2 may satisfy the requirement for a rest.Although the issues and criteria presented in this document are common with oblique facing seats installed in Part 23 aircraft and Parts 27 and 29 rotorcraft, these recommendations have not been validated for these types of aircraft.The technical content of ARP6316 issued 2016-05 has been totally superseded by AS6316, issued 2017-06.

The goal is to achieve comfort, durability, and occupant protection under normal operational loads and to define test and evaluation criteria to demonstrate occupant protection when a side-facing seat/occupant/restraint system is subjected to statically applied ultimate loads and to dynamic test conditions set forth in Title 14, Code of Federal Regulations (CFR) Part 23, 25, 27, or 29.While this document addresses system performance, responsibility for the seating system is divided between the seat supplier and the installation applicant. The seat supplier's responsibility consists of meeting all the seat system performance requirements and obtaining and supplying to the installation applicant all the data prescribed by this document. The installation applicant has the final responsibility in assuring that all requirements for safe seat installation have been met. This SAE Aircraft Standard (AS) describes dynamic test procedures and pass/fail criteria for side-facing seats. These criteria are considered the Minimum Performance Standard for side facing seats, and streamline the certification effort for the installation of these seats onto the aircraft. Publication of FAA Policy memo PS-ANM-25-03-R1 (Technical Criteria for Approving Side-Facing Seats, dated November 5, 2012) defines specific injury criteria levels for side facing seats. Meeting this injury criteria provides side facing seats, both single and multiple place, with an equivalent level of safety to forward and rear facing seats.

These test criteria are considered the Minimum Performance Standard for that would allow for TSO-C127 approval for single-place side facing seats, and streamline the certification effort for the installation of these seats onto the aircraft.

The installation applicant has the ultimate system responsibility in assuring that all requirements for safe seat installation have been met.This AS is dependent on AS8049D and cannot be used without it. This AS provides revisions to the corresponding sections of AS8049D to incorporate new material specific to AAM aircraft seats. Sections beginning "Modify" change the current wording of AS8049D by incorporating text applicable to the new seat category. Sections beginning "Add" incorporate new sections into AS8049D. All other sections of AS8049D are unmodified and are applicable, as appropriate. Test pulse evaluation shall use the method defined in AS8049D, Appendix A. A new industry segment for Advanced Air Mobility (AAM) Aircraft is being created. These aircraft are being designed to transport small numbers of passenger for short flights to cater to the air taxi market. Industry standard test requirements and occupant injury criteria that supplement the requirements of AS8049 are required for the seats that will be installed into these aircraft.

They may have provisions for additional occupants to be seated when the aircraft is in-flight, but would not be occupied during taxi, take-off, and landing (TTL).This Aerospace Standard (AS) establishes the minimum design, performance and qualification requirements for seat furnishings with and without upper attachments (see Figures 1 and 2) to be installed in large transport category airplanes. This standard excludes seat furnishing designs that are directly attached to the seat assembly, for which AS8049 is the applicable standard.Integrated items (desk tops, cabinets, shelves, stowage areas, closeouts, dividers, etc.) connected to seat furnishings shall comply with the requirements of this AS as part of the seat furnishings. Seat furnishings are installed on Transport Category aircraft. This Aerospace Standard provides design, qualification, and performance requirements with associated pass/fail criteria for seat furniture installation in Part 25 aircraft.

Such materials are referred to as Heat Release Special Conditions (HRSC) compliant]. Additionally, it is recommended to use HRSC compliant materials in applications where not required.Independent furniture related to seat installations is outside the scope of this document. The SAE Aircraft Seat Committee developed and approved Rev new of ARP6199 in 2012, with the goal of providing the seat industry with one set of seat Heat Release Special Conditions (HRSC) requirements. Since its approval, ARP6199 has not been utilized by all OEMs, as originally envisioned. The previous version of ARP6199 required more clarity and some modification to be harmonized. This version presents an updated common criteria for determining which panels on the seat must be evaluated and substantiated.

The methods for determining the Seat Reference Point (SRP) for aircraft seats were originally contained in AS8049 and were recently moved to ARP5526. The SRP is a feature of the seat that is used in multiple SAE aircraft seat documents, as well as regulatory standards and guidance. These methods should be located in a separate document, where they can be referenced by other documents, maintained independent of changes to other documents and eventually stabilized. The method used for determining the Buttock Reference Point (BRP) for aircraft seats has not been clearly defined, is a feature that is used in multiple documents, and should also be located in this document.
