Book excerpt: The National Clean Energy Fund (NCEF), announced in the Government of India’s Budget 2010-11, is seen as a major step in India's quest for energy security and reducing the carbon intensity of energy. Funding research and innovative projects in clean energy technologies, and harnessing renewable energy sources to reduce dependence on fossil fuels constitute the objectives of the NCEF. The NCEF’s utilization of funds is considered to be rather low and disbursements poorly aligned with the fund’s stated objectives, thus posing a potential risk of diluting the focus of NCEF with adverse implications for the much-needed research and innovation in the clean energy sector in India. The book provides a detailed framework for promoting effective utilization and administration of NCEF. To this effect, it identifies the most promising avenues for utilization of NCEF resources for catalytic opportunities and deployment of new technologies. It also identifies and prioritizes the specific energy sub-sectors towards which the NCEF resources are directed. It also makes suggestions for designing a smart monitoring and evaluation framework for the NCEF. This work provides significant information for the government so that appropriate mid-course corrections may be made in a timely manner. This will also be useful in honing the strategic thinking on a suitable energy-technology policy and an assessment of technology needs and other barriers to the clean energy sector in India.

Between 1995 and 2009, 85 percent of coal-based generation capacity owned by state governments was unbundled from vertically integrated State Electricity Boards into state generating companies. We find that generating units in states that unbundled before the Electricity Act of 2003 experienced reductions in forced outages of about 25% and improvements in availability of about 10%, with the largest results occurring 3-5 years after restructuring. We find no evidence of improvements in thermal efficiency at state-owned power plants due to reform.

Water is used for process, cooling, as well as for service/drinking requirement. Chemicals are used for conditioning of water, corrosion-control and sometimes for conditioning of fuel as well. Lubricants are used for machinery. These inputs generate waste products. Human related wastes (sewage etc.) are also generated along with the processed waste. These pollutants/wastes need to be treated before their disposal from the plants. The treated effluents are required to meet the limits set by Central / State Pollution Control Boards. The regulations, issued by these agencies, specify the maximum allowable limits applicable to the pollutants discharge from the Power Plants. This book is a serious effort that deals in detail with all the above issues and we are sure that scientists, academicians, researchers and professionals who are constantly facing these issues and are striving to move towards a zero emission regime, will find this monograph a very useful reference tool on the topic. Book excerpt: The Indian power generation industry has undergone a paradigm shift during the past two decades largely due to private sector participation and restructuring of the sector. In order to assess the performance of the power generation sector, the present study takes data of 14 major states in India for the period 2000 to 2007 and estimates a stochastic translog production frontier. The decline in technical efficiency of the Indian power generation sector, as obtained from the econometric estimation, appears to indicate that it has failed to bring the desired results in terms of efficiency improvement. The total factor productivity (TFP) of the power generation industry, which includes technical change, technical efficiency change, and scale change, however, has shown some improvement. Technical efficiency of the power generation industry is explained by technical manpower employed, per capita state domestic product, year of unbundling of State Electricity Boards (SEBs) and time variable which will open new dimensions for young scholars. The study concludes that inefficiency in Indian power sector is caused by the above mentioned factors rather than stochastic error.
