This led to an increase in the importance of freight transport. In consequence, freight carriers are currently required to provide either cost or time efficient solutions to a wide range of industries. In order to select appropriate modes of transport or suitable carriers, enterprises must consider their performance beforehand. Moreover, carriers must be precisely aware of their own performance at any time. Consequently, performance measurement and the definition of suitable performance metrics plays an essential role in freight transport. In practice, companies have to face an extensive variety of indicators that can be used to assess performance in freight transport. Studies prove that there is lack of consistency in the usage of metrics. At the same time, researchers have to cope with wide range of available literature that discusses performance evaluation in freight transportation which is, though, often limited to specific areas of application. In this thesis a structured literature review (SLR) is carried out which has the objective to systematically find out how companies measure performance in intermodal, road, rail, air, and maritime freight transport. The conceptual findings of this SLR provide a list of 1742 metrics from the literature that can either be applied for one or several modes of freight transport. In addition, 47 different ways how KPIs can be classified are identified. The SLR proves that operational performance indicators mainly regard time, distance and available equipment. Book excerpt: Federal and state transportation planning and policy has begun to focus on highway performance measurement, balancing goals, performance measures and measurement. The push toward performance measurement first focused on passenger vehicles, largely ignoring the measurement of freight-related (truck) performance. The period since 2000 has seen a handful of DOTs examining broad indicators of efficient freight movement, but as of yet, there was no definitive work in the area until a 2003 FHWA funded project began to look into various freight tracking technologies to develop freight performance measures (FPMs), finally selecting a GPS technology widely adopted by U.S motor carriers. At the time of this study report, the FHWA study worked on data manipulation and graphical representation of highway speeds, but has yet to use the data for alternative performance measures or examine the possibility of using the truck respondents as probe vehicles for real-time ITS applications. The purpose of this report is to develop a set of universal FPMs, as well as looking into various applications, both real-time and long-term planning, for the truck GPS data collected as part of the FHWA study.

Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. The NRC's Committee on National Statistics and its Transportation Research Board, which conducted these studies, convened a workshop on June 13, 2000. The purpose of the Workshop on Transportation Indicators was to discuss issues relating to transportation indicators and provide the Bureau of Transportation Statistics with new ideas for issues to address.
