Book excerpt: This is the eighth annual report on California higher education performance indicators prepared by California Postsecondary Education Commission pursuant to Assembly Bill 1808 (Hayden, Chapter 741 of the Statutes of 1991). "Performance Indicators of California Higher Education, 2001" presents background on the development and recent revision of California's performance indicators for higher education, describes the scope of the current set of indicators reported by the Commission, and highlights recent trends based on current information related to these indicators. The higher education performance indicators in this report are divided into five categories: Population Context, Fiscal Context, Student Preparation, Student Access, and Student Outcomes. Committee recommendations that affected indicators in all five sections included augmenting that data with national comparative information, wherever appropriate, and presenting gender comparisons, if such information is available. AB 1808 (Chapter 741, Statutes of 1991) is appended.

Book excerpt: In June 2006, the California Postsecondary Education Commission adopted an Accountability Framework for Higher Education, consisting of four goals and 17 measures for evaluating the performance of public higher education in California. The initial series of reports from the framework presented a variety of information on the affordability of postsecondary education, access to colleges and universities, and success and progress of students. In addition, the first year of reporting offered insight to how well the framework measured the performance of California's higher education system and what needs to be done to make it more useful. Key issues identified during the first year of reporting include: (1) Statewide goals must strike a balance between clearly defining the desired direction for higher education performance and being too prescriptive or narrowly stated; (2) Some goals may innately be in conflict with one another; (3) Performance indicators should be few in number; and (4) A successful framework and reporting is dependent on reliable and complete data sources. In order to create a clearer, more concise framework, the process has been revised to include four primary areas of assessment: (1) Preparation; (2) Student Success; (3) Affordability; and (4) Public Benefit. The revised framework offers greater simplicity while providing robustness in evaluation. After analysis in the coming months to determine best methods for assessment and formal adoption of the proposed measures, staff will begin the next round of performance assessment.

In the current environment of increasing tuition and shrinking public funds, a sense of urgency has emerged to better track the performance of colleges and universities in the hope that their costs can be contained without compromising quality or accessibility. Improving Measurement of Productivity in Higher Education presents an analytically well-defined concept of productivity in higher education and recommends empirically valid and operationally practical guidelines for measuring it. In addition to its obvious policy and research value, improved measures of productivity may generate insights that potentially lead to enhanced departmental, institutional, or system educational processes. Improving Measurement of Productivity in Higher Education constructs valid productivity measures to supplement the body of information used to guide resource allocation decisions at the system, state, and national levels and to assist policymakers who must assess investments in higher education against other compelling demands on scarce resources. By portraying the productive process in detail, this report will allow stakeholders to better understand the complexities of-and potential approaches to-measuring institution, system and national-level performance in higher education.

Book excerpt: This report is one in a series examining performance measures adopted by the Commission as part of an accountability framework for higher education in California. All measures correspond to one of four goals: (1) Student Preparation for College; (2) Affordability and Access; (3) Student Success in Progressing through College; and (4) Public Benefits of Postsecondary Education. Measuring time to degree, as gauged by four and five-year graduation rates of students at public universities is a component of determining how well students are progressing through the postsecondary education system. In addition to the measure discussed in this report, student persistence rates, degrees conferred for transfer students, and the impact of full-time and part-time enrollment on degree completion will also contribute to determining how well California is doing with regard to student success in completing educational goals. This report also compares California campuses with similar institutions nationwide. Appendix A provides: Carnegie Foundation Criteria Used to Determine UC and CSU Comparable Public Schools.
