Book excerpt: The objective of this research paper is to examine the validity and utility of a comprehensive research methodology in assessing a participatory organizing process of irrigation management transfer. To achieve this objetctive, the paper evaluates the methodologies employed and the results of research conducted by the International Irrigation Management Institute (IIMI), the National Irrigation Administration (NIA) of the Philippines, and collaborating universities in the Philippines to assess the Farmer Irrigators' Organization Program (FIOP) country wide. Three research methodologies were used: (l) Process Documentation Research (PDR); (2) Validation Workshops; and (3) Validation Questionnaire Surveys. The research program was financed by the United Stades Agency for International Development (USAID) under the Accelerated Agricultural Production Program (AAPP). The workshop and the questionnaire survey, on the other hand, were useful in "validating" the PDR findings. Because of the large sample size and the area covered, the analyst could get a better picture of FIOP countrywide. The issues validated through workshops and questionnaire surveys originated from PDR. Thus the validation process was "guided" by the PDR results and was confined to the key issues that emerged from the PDR activity. Hence the validation was a quick process.

Book excerpt: The project aims to evaluate the effectiveness and efficiency of the government's irrigation program with focus on the technical, physical, and institutional aspects of performance of communal irrigation systems (CIS). Cycle 1 involved the assessment of 66 communal irrigation systems (CIS) from 11 provinces in Luzon, while Cycle 2 covered 12 CIS from 4 provinces in the Visayas, and 12 CIS from 4 provinces in Mindanao. Provinces were selected based on the total FUSA served by CIS, while the selection of sample CIS per province were based on size category of service areas: small (50 ha and below), medium (between 50 and 100 ha), and large (above 100 ha). They were then characterized based on water source, type of extraction/ distribution technology (gravity, pump), FUSA, operational status and cropping intensity. Primary and secondary data were collected. Key informant interviews (KII) of the RIO or IMO Managers, as well as other key actors such as NIA-IDOs and the IA President, were conducted using a structured questionnaire. Focus group discussions with IA officers/ members were likewise carried out. Walkthroughs to gauge the physical conditions of the systems were conducted in 2 of the 6 selected CIS from the 11 provinces in Luzon for a total of 22, and in all the 24 CIS selected in Visayas and Mindanao. This book explores how ideas of IWRM are being translated and adapted in Mozambique, South Africa, Tanzania, Uganda and Zimbabwe. Grounded in social science theory and research, it highlights the importance of politics, history and culture in shaping water management practices and reform, and demonstrates how Africa has clearly been a laboratory for IWRM. While a new cadre of professionals made IWRM their mission, we show that poor women and men may not have always benefitted. In some cases IWRM has also offered a distraction from more critical issues such as water and land grabs, privatisation, the negative impacts of water permits, and a range of institutional ambiguities that prevent water allocations to small and poor water users. By critically examining the interpretations and challenges of IWRM, the book contributes to improving water policies and practices and making them more locally appropriate in Africa and beyond.
