Book excerpt: A performance-based contract tells the seller what the buyer wants done, not how to do it, and since 1991 it has been the policy of the federal government that agencies use performance-based contracting methods to the maximum extent practicable when acquiring services. Department of Defense interest in performance-based contracting has increased in recent years, and in April 2000 the Under Secretary of Defense for Acquisition and Technology directed that 50 percent of service acquisitions be performance based by the year 2005. A variety of Air Force instructions, publications, and policies are in place to aggressively implement this policy. The primary goal of this study is to use examples of successful Air Force applications of performance-based services acquisition (PBSA) to illustrate how to pursue these practices elsewhere. In this documented briefing, the results of interviews with personnel at Air Force bases that have used PBSA are arranged as a "walk-through" of the process of applying these techniques to the development of a contract. On the basis of these interview results, we reach several conclusions about what seems to work in the field and what needs to be improved, and we then summarize these conclusions in a list of lessons learned from experiences in PBSA implementation.

Earlier Project AIR FORCE research examined implementation in installation support services. The project has now examined purchased services that support weapon system development and sustainment ('systems' services). Under performance-based services acquisition (PBSA), buyers should (1) describe what service is desired (not how to do it), (2) use measurable performance standards and quality assurance plans, (3) specify procedures for reductions in fee or price when services do not meet contract requirements, and (4) include performance incentives where appropriate. The authors conducted interviews at an Air Logistics Center and a Product Center to learn whether and how service contracts included these performance-based practices. Many at the two Centers felt that it is difficult for systems service contracts to satisfy all four of the PBSA criteria. To satisfy the requirement to use "measurable performance standards," for example, some personnel believe that the desired result of a service must be known in advance and objective data must be collected frequently to measure performance against that result. This cannot be easily done for many systems services such as engineering support and advisory and assistance services. Despite this difficulty, however, both Centers use a performance-based approach (applying the other three criteria) to purchase many services, and many personnel felt that they can determine and convey whether the contractor met their needs. The authors conclude that many of the approaches used by the Centers satisfy the intent of the criteria.

Book excerpt: Federal procurement has typically focused much of its efforts on the acquisition of products, with acquisition of services not being held in as high of regard. However, recent changes have required the Department of Defense and the US Air Force (USAF) to increase spending on services. This significant increase in spending on services suggests a need to ensure acquisition professionals are prepared to apply sound business judgment to Performance Based Service Acquisition (PBSA) strategies. PBSA involves acquisition strategies, methods, and techniques that describe and communicate measurable outcomes rather than direct performance processes. The Secretary of Defense, in order to ensure the success of PBSA, has established a goal of 50% of all service acquisitions meet PBSA requirements by 2005. This thesis looks the current status of PBSA with the USAF, if goals are being met, are there any trends to suggest future usage of PBSA, and what factors, if any, are related to whether a contract is classified as having been awarded using PBSA strategies. A combination of demographics, nominal logistical regression, and contingency tables will used in order to determine if the USAF is in compliance and if there are correlations within PBSA that affect its use. The results of this thesis will serve as a starting point from which further research can develop and provide information that can help utilize PBSA in the future.

Performance-Based Logistic (PBL) contracting seeks to base contractor incentives on ongoing performance measures to achieve reliability and cost savings. Key to the success of these arrangements are the incentives that align the interests of the customer and the vendor. This report describes the incentives used in PBL contracts, identifies best practices, and provides recommendations for effective incentives going forward. The study team interviewed PBL practitioners including defense-unique contractors, defense-commercial contractors, and experts who are knowledgeable in the government perspective in the United States and abroad. The team supplemented these interviews by analyzing a PBL dataset of U.S. Department of Defense contracts. Of the four identified categories of incentives—time-based, financial, scope, and other—interviews found that time-based incentives stood out for their reliable appeal and relative underuse in the United States.

The sample was taken from PCOS IN Aeronautical Systems Division, Air Force Systems Command, Wright-Patterson AFB in 1975-76. The research examined the relationships between PCO leadership characteristics, job motivation, influence styles and PCO performance to determine if the forementioned variables would be useful as predictors of PCO performance. The research hypotheses that leadership, job motivation, and influence style are related to performance were not supported. The authors conclude that these variables cannot be used as PCO performance. Based upon the research results some recommendations for future research were made. (Author).

Book excerpt: This research explored implementing a best commercial practice of establishing strategic purchasing relationships within the Department of Defense (DOD) procurement environment. The research was sparked by Air Force Material Command's (AFMC) instituting a commercial style acquisition strategy using an award term incentive on several programs. The award term incentive provides for extensions or reductions to the term of the contract based on contractors' level of performance. Forthcoming implementation of Air Force FAR supplement 5317.7X Incentive Term Extension, will likely increase the number of acquisitions using an award term incentive. Research findings indicate that management should consider expanding the AFMC award term guidance to include the model developed from this research, which identifies decision criteria for selecting the award term incentive strategic purchasing method. Findings indicate that the acquisition professionals may not have the expertise or related purchasing skills necessary to establish strategic purchasing relationships for commercial type performance based services and that training is needed. The researcher also uncovered evidence that instability and reductions in the DOD workforce affects acquisition professionals' ability to maintain currency with the changing legal environment. Further, workforce instability and reductions may influence the implementation of strategic contractual relationships. The research concludes that implementing the award term incentive affects the DOD competitive market.

Book excerpt: This research examined how well the goals and objectives of total system performance responsibility (TSPR) are being met. The research was sparked by the rise of implementing TSPR as an element of an acquisition strategy in many weapon and information systems. Acquisition professionals use TSPR to decrease total ownership cost, improve system performance, and optimize public- private support capabilities while maintaining operational flexibility. However, while the number of programs that use or plan to implement TSPR or some form of contractor support and sustainment continues to increase, little research has been conducted concerning the effectiveness of TSPR as an element of an acquisition strategy. TSPR transfers performance responsibility and risk to the contractor by giving the contractor more discretion over design, configuration, and requirements solutions. The contractor is also given performance responsibility over the fielded system. The government retains program management as well as budget and contracting functions. Under TSPR the roles and relationship between government and contractor change from oversight to insight. Research findings indicate that management should carefully consider the appropriateness of TSPR for a given program. TSPR has the potential to be an effective element of an acquisition strategy, but requires contractor innovation, change management, successful long-term partnerships based on mutually aligned goals and consensus among government personnel concerning core activities.

Book excerpt: The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.
