Book excerpt: Performance assessment is a major constituent of the program being conducted in the Civilian Radioactive Waste Management (CRWM) Program of the US Department of Energy (DOE) to develop a geologic repository. Performance assessment is the set of activities needed for quantitative evaluations of repository-system performance to access compliance with regulations and to support the development of the geologic repository. To define the strategy for these evaluations, the DOE has developed this performance assessment strategy plan. This document discusses the need for such a strategy, the objectives and scope of the strategy plan, the relationship of the plan to other program plans. Additionally, it defines performance assessment and describes the roles of performance assessment in this program, discusses concepts and general strategies needed for performance assessment, outlines the content of the Safety Analysis Report, summarizes the requirements for the repository Environmental Impact Statement, discusses the requirements that apply to the site-suitability analyses and describes the site characterization. 10 figs., 7 tabs.

Book excerpt: Compared to other large engineering projects, geologic repositories for high-level waste present distinctive challenges because: 1) they are first-of-a-kind, complex, and long-term projects that must actively manage hazardous materials for many decades: 2) they are expected to hold these hazardous materials passively safe for many millennia after repository closure; and 3) they are widely perceived to pose serious risks. As is the case for other complex projects, repository programs should proceed in stages. One Step at a Time focuses on a management approach called "adaptive staging" as a promising means to develop geologic repositories for high-level radioactive waste such as the proposed repository at Yucca Mountain, Nevada. Adaptive staging is a learn-as-you-go process that enables project managers to continuously reevaluate and adjust the program in response to new knowledge and stakeholder input. Advice is given on how to implement staging during the construction, operation, closure, and post-closure phases of a repository program.
