Focusing on the politics surrounding Swahili musical performance, Kelly Askew demonstrates the crucial role of popular culture in Tanzania's colonial and postcolonial history. As Askew shows, the genres of ngoma (traditional dance), dansi (urban jazz), and taarab (sung Swahili poetry) have played prominent parts in official articulations of "Tanzanian National Culture" over the years. Drawing on over a decade of research, including extensive experience as a taarab and dansi performer, Askew explores the intimate relations among musical practice, political ideology, and economic change. In 1962, the first constitution of Tanzania as an independent republic shifted power from parliament to the executive: specifically to the presidency. In 1965, the interim constitution further eroded the powers of parliament in favour of a one party state, controlled by the Tanganyika African National Union (TANU). Parliament became little more than a token, rubber-stamping organisation. This multi-contributory study traces the development of multi-party democracy in Tanzania from the appointment of the first two chiefs to Tanganyika's colonial Legislative Council in 1945 to the present day. It highlights the struggle for supremacy between parliament and the executive during the period from 1968 to 1992, when parliament began to assert itself as a vibrant multi-party institution.

A comparative historical study is offered of the three national cultures of Ethiopia, Tanganyika/Tanzania, and Rhodesia/Zimbabwe. Not only (scripted) drama is treated, but also theatre in the sense of the broader range of performance arts such as dance and song. The development of theatre and drama is seen against the background of centuries of cultural evolution and interaction, from pre-colonial times, through phases of African and European imperialism, to the liberation struggles and newly-won independence of the present. The seminal relationship between theatre, society and politics is thus a central focus. Topics covered include: the function in theatre of vernacular and colonial languages; performance forms under feudal, communalist and socialist régimes; cultural militancy and political critique; the relationship of theatre to social élites and to the peasant class; state control (funding and censorship); racism and separate development in the performing arts; contemporary performance structures (amateur, professional, community and university theatre). Due attention is paid to prominent dramatists, theatre groups and theatre directors, and the author offers new insight into African perceptions of the role of the artist in the theatre, as well as dealing with the important subject of gender roles (in drama, in performance ritual, and in theatre practice). The book is illustrated with contemporary photographs.

Book excerpt: This book is the first comprehensive contribution to understanding the character of important societal transitions in Tanzania during Benjamin Mkapa's presidency (1995 2005). The analyses of the trajectory of these transitions are conducted against the background of the development model of Tanzanian's first president, Julius Nyerere (1961 1985), a model with lasting influence on the country. This approach enables an understanding of continuities and discontinuities in Tanzania over time in areas such as development strategy an ideology, agrarian-land, gender and forestry issues, economic liberalization, development assistance, corruption and political change. The period of Mkapa's presidency is particularly important because it represents the first phase of Tanzania's multi- party political system. Mkapa's government initially faced a gloomy economic situation. Although Mkapa's crusade against corruption lost direction, his presidency was characterised by relatively high growth rates and a stable macro-economy. Rural and agrarian transitions were dominated by diversification rather than productivity growth and transformation. Rural attitudes in favour of land markets emerged only slowly but formal land disputes showed more respect for women's rights. Some space emerged for widening local participation in forest management, but rural dynamics was mainly found in trading settlements feeding on economic liberalization and artisanal mining. The transitions documented and analysed of Mkapa's presidency, however, indicate only limited transformational change. Rural poverty is therefore likely to remain deep and the sustainability of economic development to be at risk in the future. Mkapa was, however, able to protect the legacy of peace and political stability of Nyerere, but there were nevertheless important challenges to the first multiparty elections and governance, and particularly in Zanzibar. The post- script (covering 2005 2010), indicates that the incumbent president, Jakaya Kikwete, has yet to prove that he can change this legacy of Mkapa. The contributions to the eleven chapters of this book are evenly shared between Tanzanian, Nordic and other European researchers with a long-term commitment to Tanzanian development research. The book is dedicated to the youth of Tanzania.

Book excerpt: As the world faces the prospect of climate change, nuclear disasters, and water scarcity, it is clear that environmental degradation is an increasingly serious challenge with economic and social consequences. In this book, Detlef Jahn analyzes political processes in a macro-comparative study in order to estimate the role of politics in the field of environmental performance in twenty-one OECD countries. His model demonstrates various styles of politics used to combat environmental degradation. He finds that economic and environmental performance are still closely linked, and that moving towards a service society does not by itself solve the environmental challenge. The close relationship of these areas was made strikingly clear in the economic crisis of the new millennium. He argues that economic globalization fosters environmental deterioration, and undermines efforts in domestic politics and international coordination to improve the environmental record.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.
