(PA&E, now called PAE) and Homeland Security Company LLC, to assist in implementing the Bureau of International Narcotics and Law Enforcement Affairs' (INL) program. An additional task order was added to the contract in Feb. 2007 to provide operations and maintenance support at two compounds used by specialized units within the Afghan counternarcotics police force which conduct sensitive investigations of major narcotics production and distribution networks. From Feb. 2007 through July 2010, INL obligated $60 million to PAE for operations and maintenance support at these two compounds. This evaluation was conducted to determine: (1) the requirements and provisions of the contract and task orders; (2) the amount of funding the Dept. has obligated and expended to provide operations and maintenance; (3) the effectiveness of PAE's contract performance in providing operations and maintenance support to the counternarcotics compounds in Kabul and Kunduz; (4) how well the Dept. administers and manages the contract and task orders to provide oversight of PAE's performance in Afghanistan; (5) how the Dept. ensures that costs are properly allocated and supported; and (6) whether the Dept. contract includes Fed. Acquisition Regulation (FAR) clause 52.222-50, which provides administrative remedies if, during the term of the contract, the contractor or subcontractor engages in severe forms of trafficking in persons.
