Book excerpt: Consolidating public school districts is a well-documented phenomenon. Small, rural districts have often been the targets of consolidation. The rationale for merging districts is grounded in economy of scale theory, which presumes that larger enrollment produces educational advantages and efficient per-pupil resource expenditure. Some oppose consolidation citing support for smaller, community-based schools. Though trends, economic factors, and legislation may compel districts to consider consolidation, some manage to remain independently sustainable. The research question is, How have small, rural public school districts that have considered consolidating with one or more other school districts remained independent and sustainable? In a collective case study, eight small, independent Midwestern rural public school districts were examined using qualitative data obtained through semi-structured interviews of superintendents and supporting documents. Inquiry focused on finances, student services, district structure and human resources, and community investment. Data was evaluated via thematic content analysis with the intent that other districts seeking to remain independent can learn from their peers. Four common themes emerged: gains experienced due to open enrollment, community passing of levies and bond referendums, opportunities for collaboration to provide a competitive product, and efficiency in the use of financial and capital resources. The implication is that advantageous conditions supporting these themes can contribute to district independence and sustainability, though what works for one district may not for another.

Based on previous studies, this research looks at (a) the factors contributing to exits from the superintendency in Minnesota; (b) the challenges that superintendents deal with; (c) the impact of superintendents' relationships with their school boards on their decision to leave; (d) the opinions of the exiting superintendents regarding conditions that might have prevented them from leaving the job; and (e) the suggestions these superintendents have for school-board members or other, current, superintendents. Forty-eight superintendents or former superintendents, all of whom had left their jobs during the 2010-2011 school year, were contacted and asked to participate in the study. All 18 superintendents interviewed were from rural or suburban districts. Some left due to retirement, some due to conflicts with their school board. Almost three-quarters of them listed finances among the stresses they dealt with. Half of the 18 superintendents claimed there were circumstances that could have been changed to keep them in their school districts. The study concludes with a call for further research into the experiences of superintendents and school-board members.

Book excerpt: "The purpose of this study was to examine Minnesota school superintendents' perceptions of the administrative licensure program in the state of Minnesota as one measure of whether the Minnesota Administrative Competence-Based Preparation Program is adequately preparing newly licensed administrative candidates for effective school leadership. The population for this study was narrowed to 114 superintendents supervising non-tenured, newly licensed principals who received their Minnesota administrative licensure between 2002 and 2005. A web-based survey designed around 21 competencies required by Minnesota state law collected frequency data in ordinal and nominal scales. The ordinal scale consisted of a Likert-scale survey ranging from (1) strongly disagrees to (5) strong agree. The nominal scale disaggregated and analyzed the data by two demographic locations, rural vs. suburban/urban. The data led to three main findings. First, on average, a third of the superintendents answered that they were unsure whether their new principals demonstrated the stated competencies. Second, on average, a higher percentage agreed than disagreed that the principals demonstrated the competencies. Third, although there were often differences in the responses of rural and suburban/urban superintendents, those differences were not significant for 40 of the 42 questions.
