Book excerpt: Youth perceptions of police and safety have gained the attention of researchers since the discussion surrounding police actions and their effects on community perceptions has increased. While prior research has mostly focused on adult perceptions of police and safety, youth perceptions have largely yet to be explored. Through a qualitative comparative analysis of 15 youth service providers (adults) and 22 youth interviews, this study explores how police may increase or decrease feelings of safety among youth and adults from a community of high-crime and high concentrated disadvantage. Prior literature highlights the impact procedural justice, police legitimacy, and overall perceptions of police have on feelings of safety. Much of this prior work found that age and community context have impacted perceptions of safety. Specifically noting that younger individuals and those from marginalized communities view the police more negatively. Current findings suggest that both youth and adults generally view the police as decreasing their feelings of safety, with a small subset of youth considering the police to increase their safety. While there may be minor differences in the reasoning as to why both groups feel the police are decreasing their safety, both youth and adults alike feel that police do not help keep them safe in their community.

Book excerpt: The increasing number of unarmed black men killed by police has flooded the national spotlight, generating scrutiny and outrage. This development has increased the focus of research and policy on effective policing strategies and their effect on police-community relations. This study seeks to understand police officers' perceptions of the community they serve as well as their perceptions of how community members view law enforcement officers. The research is based on in-person interviews with six officers in the Baltimore and Washington, DC area. The interviews focus on the following topics: 1) perceptions of neighborhood crime conduct, 2) perceptions of neighborhood safety and factors to crime, 3) perception of communities' attitudes towards police, and 4) collective efficacy. The results indicate that for this particular sample "The Blue Perspective," is actually a "black and brown" perspective of minority officers' experience. These officers' viewpoints are not drastically different from civilians in the communities they police.

Book excerpt: Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

Book excerpt: Most studies of fear of crime assume that is rimarily induced by direct or indirect contact with a criminal event. Consequently programs designed to deal with this problem focus on either increased police protection or a number of crime prevention programs. In this study, Dan A. Lewis and Greta W. Salem raise questions both about the validity of these assumptions and the effectiveness of the programs. A five-year investigation has led the authors to challenge those theories that focus only on the psychological responses to victimizations and fail to take into account the social and political environments within which such fears are shaped and nurtured.Explicitly laying out a 'social control' perspective which informs their research and analysis, the authors examine the fear of crime in ten neighorhoods in Chicago, San Francisco, and Philadelphia which represent the range of communities typically found in urban areas. On the basis of their analysis the authors contend that fear of crime is not related to exposure or knowledge about criminal events alone but also stems from residents' concerns about broad changes taking place in their neighborhoods. Many people, they argue, are afraid not only because crime occurs but also because they believe that they have lost control over the environment in which they live.Lewis and Salem conclude that the eradication of fear of crime requires strategies that move beyond the traditional crime prevention programs to consider ways to restore the control that community residents feel they have lost and the possibilities for a more equitable distribution of security in urban areas.

Book excerpt: Data were collected during Flint, Michigan's Neighborhood Foot Patrol Program experiment and one year after foot patrol had become a citywide effort, so as to compare foot and motor patrol officers' perceptions of their safety. The study aimed to determine if a particular form of policing can help diffuse fear in law enforcement. All 22 foot patrol officers were interviewed, as were 47 randomly selected motorized officers, during January/February 1980, 1 year after the experiment began. The 1984 followup study was based upon interviews with all 64 foot patrol officers and 50 randomly selected motorized officers. In 1984, officers were asked the same five questions pertaining to safety issues and two additional questions. Officers' responses were ranked on a Likert-type scale. T-tests were used to compare responses. In 1980, foot patrol officers felt significantly safer in the conduct of their work than motorized officers. They cited familiarity with their beat neighborhoods and residents as being responsible for their sense of security. In 1984 also, foot patrol officers felt significantly safer than motorized officers for the same reason. Foot patrol officers had a significantly stronger feeling that citizens overestimated dangers in their community. Foot patrol officers were also more confident that citizens would help them if they were in trouble, believed more than motorized officers that their patrol areas were safer than the rest of Flint, and conducted fewer pat-downs. Foot patrol officers perceived themselves to be safer on their patrols than motorized officers regardless of age, race, gender, prior police experience, or military service.
