In 1972, a flood wiped out most of the structures in the floodplains, and nearly 30 years later we have began to encroach on this land again. Theoretical models are used to determine perceptions and level of concern among residents in other natural hazard regions. This study concentrates on the residents of Rapid City, SD, that are currently living in the floodplains of Rapid Creek. These residents were surveyed to determine their level of knowledge and concern. They were asked questions that would provide insight to their perception of flooding. It was found that residents are aware, but a majority of the residents appeared to be unconcerned. It was also determined that more research is necessary to determine measures that could help people to be aware, and to help residents to be more prepared.

Book excerpt: Water at the Surface of the Earth: An Introduction to Ecosystem Hydrodynamics provides an introduction to the ways in which biological, physical, cultural, and urban systems at the surface of the earth operate, with a particular focus on the hydrodynamics of ecosystems, i.e., water and its association with other forms of matter, including pollutants, and with several forms of energy. The chapter sequence in this book follows the downward progress of water from the lower atmosphere, through ecosystems at the earth's surface, through the soil and mantle rock, to the ""waters under the earth."" In other words, the book begins with input of water to ecosystems, then describes how it is processed in these systems, and ends with the liquid water yield from them. The book first discusses storms in the atmosphere. These are systems that convert inflows of water vapor into outflows of raindrops and snowflakes that are precipitated to the underlying surface. This is followed by separate chapters on how water is delivered from the atmosphere to surface ecosystems; water budgets at the surface and in the soil; evaporation from these systems back to the atmosphere; water in the local air and rocks; and horizontal movement of water transformed by ecosystems where the preceding storages and fluxes were located.

While actual flooding risks for a given area may be known, a disparity between true risks and the perceptions of risks and preparedness held by residents can exist. The relationship between risk perceptions and preparedness actions remains unclear. Examining individual risk perceptions in reference to ones prior experience and the connection of such perceptions to preparedness actions may provide new insights for both policy makers and at-risk individuals. For this study a mail survey will be sent to 1000 residents of the flood-prone area of Painesville, Ohio, with an expected response rate of 10-15%. Using the Statistical Package for the Social Sciences (SPSS) program an association between the variables was investigated using cross-tabulation and a chi-square model. Statistical results assessed the respondents prior flood experience, their perceptions and beliefs about flooding, and preparedness level.

A study was done on differing styles of floodplain development using the cities of Rapid City, South Dakota and Tulsa, Oklahoma. After going through the brief histories of flooding in the communities, the resulting comparison and analysis details the respective methods of stormwater management undertaken by the respective communities their governments. This comparison includes the acquisition phase of each plan as well as the structural and non-structural phases. The elements of public education and involvement also are present in the analysis. After further review, it has been determined that although the styles differ in approach, neither method is better than the other. Rather it is the circumstances that brought the development plans about, that make the projects different in style.
