Book excerpt: The IEA's International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2016 is the second cycle of a study initiated in 2009. This report from ICCS focuses on data collected in the 15 countries that participated in the study's 2016 European regional questionnaire. It reveals lower secondary school students' views on European identity, their perceptions of freedom of movement and immigration, and their opinions of Europe and its future. It also, for the 12 European countries that participated in both ICCS 2009 and ICCS 2016, looks at changes across this time period, in young people's perceptions of immigration and European identity. Comparison with the complete international study will enable readers to review the extent to which region-specific perceptions are related to other factors, such as students' level of civic knowledge and social or educational contexts. Over the past 50 years, the IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. The association conducted its first survey of civic education in 1971. The reliable comparative data collected by ICCS 2016 will allow education systems to evaluate the strengths of educational policies, both internationally and within a regional context, and to measure their progress toward achieving critical components of the United Nations' 2030 agenda for sustainable development.

Official policy definitions of energy security are broadly similar across countries and emphasize the reliability and affordability of access to sufficient energy resources for a community to uphold its normal economic and social functions. However, perceptions of energy security vary between states causing different actions to be taken, both in international relations and in domestic politics. Energy Security in Europe moves the policy debates on energy security beyond a consideration of its seemingly objective nature. It also provides a series of contributions that shed light on the conditions under which similar material factors are met with very different energy security policies and divergent discourses across Europe. Book excerpt: This history of the changing perceptions of, and attitudes towards Europe in nineteenth-century Bengal among the Bengali intelligentsia examines in detail the ideas of three key men during a time of social, cultural, and intellectual confrontation between the East and the West: Bhudev Mukhopadhyay, Bankim Chandra Chattopadhyay, and Swami Vivekananda. It explores their attempts to grapple with the intellectual dilemma of their times as represented by the East-West encounter. The three men possessed considerable scholarship and erudition, and came from the same social milieu of upper-class urban Bengal, yet each had very different perceptions of the West. The nineteenth-century Bengali experience under colonialism was part of a global phenomenon inasmuch as the province, like many other areas of Asia, was subject to European imperialism. Bengal was thus "perhaps the earliest manifestation of the revolution in the mental world of Asia's elite groups." Nearer home, it represented the general experience of the Indian subcontinent as a whole, but at "its most complex and well informed level." These changing perceptions and attitudes mediated all new initiatives in the society and polity of Asian peoples in modern times. The changes, in their turn, were crucially influenced by perceptions of Europe. The author explores the ideas regarding Europe as presented in the writings of these three very influential writers, who represented as well as shaped widely held opinions. The book touches on orientalism, hermeneutics, cultural contact between Europe and Asia, European expansion, the nineteenth-century 'Renaissance' in India, and the colonial middle classes in Asia. It is a significant addition to the meagre literature available on Indian perceptions of the West. In his new introduction to this new edition the author links the book to the wider themes in his current research; he also explains points in his argument which, he feels, have been misunderstood. Appended to this edition is a memorial lecture by the author in honour of his teacher, Susobhan Sarkar, which reassesses the concept of the 'Bengal Renaissance.'
